Survey on integration of people fleeing Russia’s invasion of Ukraine in Vocational Education and Training (VET)

The Directorate-General for Employment, Social Affairs and Inclusion of the European Commission (DG EMPL) launched an online survey on 24 March 2022, addressed to policy makers, social partners and VET providers, aiming to collect information, including useful tools, hints and good practices, to be shared among authorities and organisations engaged in welcoming and supporting people fleeing Russia’s invasion of Ukraine through Vocational Education and Training.

Presentation of results

A webinar to present the preliminary results collected via the survey took place on 31 March with the aim to:

  • inform participants about the actions being undertaken by the Commission/EU to support Member States in providing the necessary assistance to people fleeing Russia’s invasion of Ukraine, in particular in the area of education and training, and the labour market
  • share experiences and practices of Member States’ authorities and stakeholders to facilitate the integration of Ukrainian refugees, with a focus on initial and continuing VET

DG EMPL pointed to the dedicated Commission website (EU solidarity with Ukraine) where most of the information on EU actions is available. Several actions undertaken by the Commission and by EU agencies were then presented:

    • ESF, FEAD, ESF+
    • CARE
    • Erasmus+
  • Platforms
    • School Education Gateway, eTwinning, EPALE
  • Tools
    • European Qualifications Framework (EQF)
    • Skills Profile Tool
    • Recognition of (professional) qualifications
    • European Training Foundation emergency package
    • Cedefop highlighted its pilot project on skills-based mobility of legal migrants

The Commission presented a comprehensive overview of the input received to the survey, which remained open until the end of April.

Finally, more than 100 contributions were received (see chart below).

During the webinar, policy makers shared information on actions that are being undertaken and tools used to facilitate the integration of people fleeing Russia’s invasion of Ukraine, in education, training and the labour market.

The topic was discussed at the meeting of the Directors General for VET (DGVT) on 16-17 May, and the issue will also be on the agenda of the June meeting of the Advisory Committee on Vocational Training. In this regards, it's now available a document with a list of materials and good practices collected through the survey.
