Free Movement of Workers in Portugal: Obstacles and challenges brought by the Covid-19 pandemic

The EC-funded MoveS network (Free Movement and Social Security Coordination) organised a blended seminar on 29 March 2022.

The seminar was organised by MoveS in collaboration with its Portuguese national experts Francisco Pereira Coutinho and Emellin Oliveira. MoveS is an EC-funded network of independent experts from 32 European countries coordinated by Eftheia and Deloitte.

After outlining the recent EU legislative and judiciary developments in the field of free movement of workers, the seminar was divided into two parts: First, the implications of Covid-19 on the free movement of workers were discussed. The focus was on the restrictions justified on grounds of public health and on telework. Second, the obstacle to free movement of workers were discussed, in particular, the recognition of academic and professional qualifications, access to study grants, sportsmen/sportswomen and frontier work.
