The impact of the Covid-19 crisis on the Free Movement of Workers: Reflecting on emerging categories, and their transformative power

The EC-funded MoveS network (Free Movement and Social Security Coordination) organised a seminar in Paris (France) on 11 June 2021.

The seminar was organised by MoveS in collaboration with its French national experts Sophie Robin-Olivier and Jean-Philippe Lhernould. MoveS is an EC-funded network of independent experts from 32 European countries coordinated by Eftheia and Deloitte.

This seminar focused on the impact of the pandemic on the free movement of workers within the EU, and on the reactions of the Member states and the EU to the social and economic challenges. It aimed at discussing recent evolutions and their potential consequences on the regime of free movement of workers: the emergence of the notion of “essential workers”; and the development of telework, in particular. The objective was also to explore the particular situation of some categories of workers during the pandemic (health/care workers, and seasonal workers, namely), as they suggest a new approach to work mobility, blurring the boundaries, namely, between EU citizens and third country nationals.
