MoveS seminar (Finland): Sincere Cooperation – from principle to practice

The EC-funded MoveS network (Free Movement and Social Security Coordination) organised a seminar in Helsinki (Finland) on 13 September 2019.

The seminar was organised by MoveS in collaboration with its Finnish national experts, Jaana Rissanen and Anna-Kaisa Tuovinen. MoveS is an EC-funded network of independent experts from 32 European countries coordinated by Eftheia and Deloitte.

Good administration and cooperation have a great importance for the free movement of workers and for the smooth functioning of the coordination Regulations. Cooperation under the coordination Regulations include different aspects: communication of relevant information between the authorities, the prohibition of the rejection of claims or documents based on the language, the obligation to provide certain information within a reasonable period. Cooperation is also required in order to successfully combat social fraud and error (e.g. concerning posted workers). In the recent years, this principle has gained further significance (e.g. referred often in the discussions at the Administrative Commission’s meetings). However, administration is frequently facing problems relating to mutual exchange of information. The seminar therefore discussed the challenges faced, possible solutions (e.g. will EESSI help administrations in this respect) and the legal framework.
