PES Network concludes landmark year
2019 was a landmark year for the European PES Network, with five years of valuable PES collaboration recognised by a formal evaluation and a European Commission proposal to continue the Network until 2027.

European PES learning how to use key performance indicators more effectively
Public Employment Services (PES) have been exchanging about how new types of key performance indicator (KPI) and target setting can deliver on a broader understanding of performance in the sector. PES representatives from six EU countries came together on 22-23 October 2019 for a PES Network ‘thematic learning dialogue’ on improved performance management hosted by the German PES, Bundesagentur für Arbeit (BA) in Nuremberg.

Quality management in practice: the case of the Austrian PES
Public Employment Services (PES) from seven EU Member States came together in November 2019 to share their experience on quality management. This was the topic of the ninth and last PES Network ‘Thematic Learning Dialogue’ (TLD) of 2019, hosted by the Austrian PES, the Arbeitsmarktservice (AMS), on 5-6 November in Vienna.

PES: Activating the inactive
A Thematic Review Workshop on ‘Activation of the Inactive’ (14-15 January 2020 – Riga, Latvia) brought together representatives of 12 PES who agreed that new and creative ways of thinking are needed to bring economically inactive people to the labour market. This event was hosted by the State Employment Agency of Latvia (NVA) and co-hosted by the Belgian Flemish PES (VDAB).

Learning dialogues: a fresh, innovative dimension to the Network
For the PES Network, 2019 marks the introduction of learning dialogues. In this new activity, small groups of PES staff working on similar reforms are guided by a host PES with outstanding experience in the same field. Participating members are invited to discuss their reform plans, exchange experience and receive support from peers.

Looking forward: responses to future challenges and a new PES Network chair
2019 is a year of renewal for the PES Network. On 6 and 7 June, the 11th meeting of the PES board will take place in Bucharest. Heads of PES are coming together to discuss PES-related issues on a strategic level, reflecting both national and EU perspectives and envisioning the PES Network’s future role.

Mutual assistance in Spain – A first workshop on labour market analysis
Mutual assistance projects (MAPs) are an essential part of the benchlearning process, and a unique opportunity for PES to learn from each other’s experience. This year, two mutual assistance projects will take place, in Spain and the Czech Republic. In April, a first workshop from the Spanish MAP took place in Zaragoza on labour market analysis.
