Electronic platform for digital medical records to be set up in Poland

The second phase of a project to establish an electronic platform for digital medical records in Poland – known as P1 – is underway, with the platform scheduled for completion in February 2020. Backed by funding from the EU, this new health service tool will enable public authorities, including municipal administrations, as well as businesses and private individuals to collect, analyse and share digital resources related to medical issues.

Elements covered under the second phase of the project include the creation of the P1 administrative system and service bus. The latter component will integrate the different systems that were completed under the first phase and are being put into operation in the second phase, and enable them to interact with each other.

The purchase of equipment, software and various intangible assets, installation and maintenance of machines and equipment, further development of software and provision of technical assistance are also included in phase two.

Following up on the first phase

During the first phase, land was bought to serve as a site for the project headquarters, and the headquarters were built. Subsystems necessary for the implementation of the overarching P1 system were also designed and created. In addition, prototypes for online patient account and e-prescription services, and for analysis, statistics and reporting systems, were developed and set up.

The overall budget for the second phase comes to more than EUR 38.5 million. Of this, approximately EUR 30 million is supplied from the EU’s European Regional Development Fund (ERDF).

Developing the information society

Introducing the principles of basic e-administration into the health sector throughout Poland will increase the extent to which people use modern technologies in their daily lives. The P1 system will therefore make a significant contribution to the development of the information society in Poland.

In this respect, the system is fully aligned with one of the three main objectives of the Digital Poland operational programme supported by ERDF funding, namely improving the quality and further expanding the digitalisation of public services. The programme’s other two principal funding priorities are the elimination of disparities in terms of access to fast broadband and improving the digital competences of Polish society.

Running for the period 2014-2020, Digital Poland is one of the few monothematic programmes backed by the European Structural and Investment Funds. Some 44 % of its total financial allocation of over EUR 2.5 billion is dedicated to the development of e-services for public administration, while 47 % funds the deployment of fast broadband. The programme also supports initiatives to improve citizens’ digital competences in order to help them derive greater benefit from both public and commercial e-services.

Total investment and EU funding

Total investment for the project “Electronic platform for collection, analysis and sharing of digital medical records (P1) – phase 2” is EUR 38 510 459, with the EU’s European Regional Development Fund contributing EUR 29 687 462 through the “Digital Poland” Operational Programme for the 2014-2020 programming period.
