Commission Staff Working Document: Good practices to support the protection of public spaces

Under the coordination of DG HOME and working together with public authorities and private operators of different sectors as public transport, mass events, hospitality and commerce, the Commission has identified good practices for operators and public authorities to improve the protection of public spaces.

Working together with public authorities and private operators of different sectors as public transport, mass events, hospitality and commerce, the Commission has identified good practices for operators and public authorities to improve the protection of public spaces.

The good practices cover vulnerability assessments and planning, awareness and training, physical protection, including work on detection technology and security by design and coordination and cooperation between public and private stakeholders.

This document is the result of several meetings, organised by the Commission’s DG HOME in 2018, of the public-private Operators Forum and dedicated thematic meetings, focusing on car rentals, mass events/ entertainment, transport, hospitality and commerce. The meetings made evident that many public authorities and operators have already launched initiatives to strengthen the security of their venues but have also shown remaining challenges and gaps. Protection levels are uneven across the various sectors, and even within the same sectors important differences have been noted. Cooperation between public authorities and the private sector on recommendations and guidance materials and to develop of a common culture of security is key.
