Call for action in view of the next MFF: your views and opinions do matter!

To shape the future of the EU together and keep supporting justice, EU values and fundamental rights in the next EU budget, we need your support!

Designing the next EU budget together

The future EU budget ("Multiannual Financial Framework - MFF), covering the period 2028-2034, will benefit all Europeans. The European Commission published the Communication on ‘The Road to the next Multiannual Financial Framework (MFF)' together with seven thematic public consultations.

You have now the opportunity to express your views on the policies that the new EU budget should support.

In particular, we encourage you to respond to the thematic consultation on EU funding for cross-border education, training and solidarity, youth, media, culture, and creative sectors, values, and civil society which covers the topics currently addressed by the Justice and CERV programmes.

Moreover, policies covered by the Justice and CERV programmes are also mentioned in specific questions of the following other public consultations.

Please see below a few examples:

Q: How important are the following policy challenges to you? (e.g. digitalisation of the public administration, respect of the rule of law)

Q: How important are these challenges in your view? (e.g. digitalisation and diffusion of advanced technologies in key sectors)

Q: To what extent do you think such measures could have a positive impact? (e.g. increase international collaboration, user-friendly IT tools)

Q: Do you agree that EU external funding should help contribute to EU policy objectives for… (e.g. the digital transition, human rights democracy and the rule of law)

Q: The Commission has identified relevant challenges linked to a well-functioning single market and cooperation between national authorities. How important are these challenges? (e.g. improving collaboration, addressing disparities in the digitalisation of public administration)

Q: The Commission has identified the following intervention areas. How important are these to you? (e.g. deploying common and/or interoperable digital solutions, supporting the prevention and combating of fraud, corruption and other illegal activities…)

Q: To what extent do you believe that actions at EU level would bring added value compared to actions at national level? (e.g. strengthen the digital transition to smarter data-driven approaches in public administration, including the judiciary). 

Q: The EU budget currently supports a number of general EU priorities and principles, such as gender equality... How do you assess the effectiveness of each of those tools?

Q: How effectively do you believe the EU budget promotes each of these general priorities?

Q: How do you assess the way in which gender equality has been promoted across the EU budget so far?

Q: For the future, how do you think the EU budget could better support gender equality?

The seven thematic public consultations are open until 6 May 2025.

Other initiatives linked to the preparation of the next EU budget

  • A European citizens' panel, with 150 randomly selected citizens from across the EU, will gather to debate and make concrete recommendations for the next EU budget. Jou can join the online debate on the Citizens’ Engagement Platform to ensure your insights inform the panel’s work and inspire the proposal for the next MFF.   • Commissioner Serafin is undertaking a Tour d'Europe throughout 2025 to engage in one-to-one consultations with Member State authorities, regional stakeholders and beneficiaries of the EU budget.

 Timeline for the adoption of the next EU budget 

The Commission should present its formal proposal for the next MFF at the end of July 2025.
