March virtual breakfast: AI-powered screening tools for digital-ready legislation

On 26 March from 9:30am to 11:00am CET, the European Commission’s legal interoperability team is organising its monthly Better Legislation for Smoother Implementation Virtual Breakfast. In this March edition, AI-powered screening tools for digital-ready legislation will be in the spotlight.

The legal interoperability team’s vision is to Make legislation an enabler for the smooth implementation of European public policies. For this, they created a multidisciplinary community to share good practices and co-create tools with interoperability in mind: the Better legislation for smoother implementation (BLSI) community. As part of this community, they organize virtual breakfasts on different legal interoperability-related topics.

One of the main focal points of the BLSI community is digital-ready policymaking, which gained even more importance after Member States signed the Berlin Declaration on Digital Society and Value-based Digital Government on 8 December 2020. In this document they call upon the European Commission and other EU institutions to “Ensure through the Better Regulation framework that policies and legislative acts proposed by the European Commission are digital-ready and interoperable by default [and] Pilot and share solutions.”

Why to screen legal texts and how AI can support this process?

The abundance, length, depth and complexity of legal texts is constantly growing and makes law-making, legal analysis and enforcement ever more complex. New technologies hold significant potential to assist and support policymakers and analysts in these tasks.

In this interactive webinar, the team will:

  • outline some of the reasons to efficiently screen existing legal texts or draft proposals;
  • welcome presentations from two ongoing AI-powered pilots on screening legal texts (SeTA and Manylaws); and
  • gather YOUR needs around legal screening and related digital solutions.

Speakers
The Legal Interoperability team will welcome the following speakers:

  • Mr Bertrand de Longueville - SeTA, a Semantic Text Analysis tool
  • Mr Yannis Charalabidis - ManyLaws, EU-wide Enhanced Access to Big Open Legal Data
