STATEMENT OF THE PROJECT'S
AIMS :
Musculoskeletal conditions
(MSC) are a heterogeneous group of well defined diseases like
rheumatoid arthritis, as well as more unspecific conditions like
chronic widespread musculoskeletal pain an low back pain. The
conditions are rarely life threatening, but the major cause of
sickness absence and disability pension. Prevention, treatment and
rehabilitation of persons with MSC are insufficient, and in the
scientific community the conditions have had low status, although
research has increased the last years.
The aim of the project is to identify and develop
appropriate indicators to monitor MSC in the population, focusing
on the public health aspects. The indicators should obtain
necessary information on prevalence (overall and detailed for
specific conditions), trends (time and regional), determinants
(genetic, psychosocial and environmental), and consequences
(quality of life, functional capacity, health care consumption and
social security expenditures) on national and community level. The
project will give priority to the so far poorly described
conditions, lacking in the existing international classifications
(ICD, ICPC, and IASP) and establish means to distinguish minor
transient episodes occurring in any persons life from the more
significant conditions. The project will recommend a set of
indicators to be included in a permanent Community health
Monitoring System.

STATEMENT OF THE PROJECT'S
AIMS :
1) To establish the utility of
a European surveillance system on nutritional indicators and
determinants of health status.
2) To select a useful set of indicators and to
collect available, reliable and relevant data on these
indicators.
3) To design and test a European surveillance
system according to the above, with emphasis both on European
aspects, such as integration and comparability, and national and
regional handling of the collected data.
4) To integrate and co-ordinate the new system
with the other systems under development in parallel in the
Commission Monitoring Programme.
5) To communicate the importance and efficacy of
the above surveillance system towards policy makers at European,
national and regional levels, as well as actors in health
promotion, implementation and evaluation at national and regional
levels.
6) To integrate the surveillance system into
training and educational systems, above all the programme for
European Master's in Public health nutrition.
Key actors in the project will be a selected
group of centres in the European Network of Public Health Nutrition
(ENPHN, see below), while all other centres will constitute an
advisory group. The network includes centres, which at the same
time also are active in practically all other ongoing and completed
nutrition related monitoring projects in Europe. A major number of
national authorities and NGOs are already closely related to the
network, and efforts will be put on securing an almost complete
representation of these.
Furthermore, the centres in EUPHIN have extensive
contacts with international organisations (such as FAO and WHO) and
research centres and national authorities in countries around the
world, especially USA (CDC) and Australia integration with the
development of similar monitoring systems in other parts of the
world to ensure global comparability.
Of utmost importance is the immediate and
continuous co-ordination and integration of the efforts with those
of other centres/projects involved in the Programme of Community
Action on health monitoring.

STATEMENT OF THE PROJECT'S
AIMS :
Setting up of a coherent set
of health indicators for the European Union (part II) meeting the
main objectives of the health monitoring programme : (i) estimation
of the health levels of the European Union population' and (ii)
determination of the respective weights of morbidity causes, in
order to facilitate the definition of priorities and objectives in
the field of public health.
The concept of health refers both to a state and
to a prognosis. Health status, strictly speaking, is based on
several dimensions, such as disability level, mental health or
perceived health. By measuring the durations spent in different
health states, health expectancies estimate the dynamics of the
situation. They make it possible to measure the evolution of
mortality and that levels simultaneously. The complementary
calculation of expected gains if various morbidity causes are
suppressed makes it possible to estimate their respective weight in
relation to the various health dimensions. Therefore, the set
proposed will hinge around health expectancies. Independent from
any age structure and form the populations' size, this set of
indicators will contribute to better orientate public health
policies through a simple comparison of the Union
countries.

AIMS :
The overall project aims are
to support Health Monitoring by up-dating the review of current
methods of health interview (HIS), health examination (HES) and
combined HIS/HES surveys and by developing models, methods and
recommendations for health surveys in the MS and EFTA/EEA
countries.
The specific aims of this proposed second phase
of the project are :
1. To select, evaluate and recommend methods for
use in HES and HIS/HES surveys and for future field testing and
development during phase 3. The project will concentrate on methods
for measurement of major public health problems such as
cardiovascular and musculoskeletal diseases and functional
limitations and their determinants.
2. To maintain and develop the health survey
(HIS, HES and HIS/HES) database, to add new data and information on
existing recommendations and standards and to develop the system
for dissemination.

STATEMENT OF THE PROJECT'S
AIMS :
Health reporting is considered
as a substantial tool for health policy on every level : local,
regional, national and international. Conditions for effective
health reporting are a well formulated base of data and health
indicators, and expertise in analysing and interpreting these
indicators. Additionally, health reporting can only be effective,
if politicians and administrations absorb health reports. The
planned project aims at improving the process of health reporting
in Europa and thus complement the efforts of health monitoring
programme in it's pillars A, B and especially C. It is oriented on
the following leading questions :
- 'How is effective health reporting on different
levels in Europe done ? Which data and methodologies are used
?'
- 'What can the producers of health reports on
different levels in different countries learn from each
other.'
At first the project has to demonstrate
best-practice models of public health reporting. To supply this
national and regional public health reports from the MS have to be
collected, analysed and compared with respect to criteria as
contents, use of data and health indicators, and policy impact.
Especially the comparison between national and regional level with
different competencies in health policy will demonstrate the
effectivity of health reports on health policy.
Secondary, MS, European Regions (and others) have
to be given the opportunity to use the made experiences and to base
their health reporting on evidence by supporting a network of
report makers and users. This will be done at first by organising a
European Conference for persons who actually do health reporting at
different levels in Europe and to discuss the best way of public
health reporting. Secondly the data base for documentation of
public health reports from Europe will be made available for the
public e.g. by internet or the HIEMS system.

STATEMENT OF THE PROJECT'S
AIMS :
The project aims at developing
a system which will consistently and comprehensively provide data
on human resources of European health systems. The project will
cover all organisations providing preventive services, care and
cure such as hospitals and other organisations. All organisations
active in administering health care such as public sickness funds
and economic sectors providing exclusively intermediate production
for health care such as the pharmaceutical and medico-technical
industry are equally included. Using the principle of ex-post
harmonisation on the existing heterogeneous sources, comparable
data will be made together with recommendations for improvement to
overcome the outcome shortcomings of existing data collections.
Together with other on-going efforts the Member States can analyse
the efficiency and effectiveness of their respective health care
production. The indicators on human resources resulting form the
project will support international and national analysis on health
accounts as about 70 per cent of health expenditures are spent on
human resources. They will be given the chance to make better use
of the potentials of a growing labour market which is characterised
by increasing specialisation, new qualifications, intensive
work-sharing and a highly qualified labour force.

AIMS :
The overall project aim is to
develop valid and reliable indicators which can be used for
monitoring and evaluating perinatal health in the European Union.
This general objective consists of four specific objectives : (1)
definition of relevant measures of perinatal health and the
determinants of perinatal health ; (2) development of methods,
definitions and guidelines for the construction and publication of

reliable perinatal health indicators ; and (4) creation of a data

STATEMENT OF THE PROJECT'S
AIMS :
Child and young persons'
health sets the health pattern for the whole of that generation's
lifespan, and thus determines the health not only of individuals
but also of communities. Each country has its own programmes and
monitoring tools to address child health, but these are widely
divergent even within Europe, and there is little comparative
evaluation. Even within countries, there is debate as to effective
relevant indicators. However, this vital topic is not yet
represented in the Community action on health monitoring. This
project CHILD aims to reach consensus on a set of relevant
indicators, and to assess their feasibility when related to
existing national data sources. The age-group covered will be
post-perinatal to 15 years ; within the limitations of available
data it will seek to focus on health and development, though the
most reliable data are likely to concern death, accidents, and
illness.

STATEMENT OF THE PROJECT'S
AIMS :
The project aims to prepare a
detailed and practical methodology for the production of comparable
hospital data. This will involve addressing a range of issues
including inventories of existing data, examination of
comparability, specification of levels of aggregation, and arriving
at country-specific algorithms for the creation of 'common EU
hospital data sets'. National authorities with direct
responsibility for the collection and dissemination of hospital
data will be directly involved in the project and will be funded to
carry out the work required to produce data sets in the agreed
common format.
A successful conclusion to the project will be
delivery of well-specified hospital data and deliverable indicators
to the HIEMS database.

STATEMENT OF THE PROJECT'S
AIMS :
The European countries are
facing the lack of comparable data on cardiovascular health
(morbidity, mortality, risk factors) ; the data collected are
inadequate to satisfy the current needs for assessing the burden of
cardiovascular diseases in Europe as the basic requirement to plan
public health programmes.
The present project aims at identifying among
existing data-set, the relevant information for developing
indicators and a standardisated method useful for monitoring
Cardiovascular Health in the European Countries. The programme will
assess the consistency of available data in the EU Member States
according to the following main criteria : easy to be collected,
reliability, comparability among EU countries, and representative
of the country.
The project evolves in the following phases
:
1. Identifying cardiovascular diseases for which,
on the basis of actually available knowledge, the incidence,
prevalence and mortality in the population are significant, and for
which preventive actions can be implemented ; including guidelines
for appropriate criteria and diagnostic procedures for each
aggregate of CVD ;
2. Identifying specific indicators of morbidity
and determinants of cardiovascular risk for young, adult and
elderly people, taking into accountthe different socio-economic
status ; this will include to inventory sources of information for
the selected indicators, describing methods of collection,
assessing the degree of comparability and the quality weights
needed to enhance comparabilty of the existing data-set
;
3 developing a method easily applicable within
the different countries following 1 and 2 above, in order to obtain
a reliable and significant contribution for the periodic monitoring
of the cardiovascular health status in Europe.
The project design facilities and foresees the
integration and the close co-operation with other projects
supported by the Community Action Programme on health Monitoring.
The findings of the EUROCISS project most probably will exert a
positive contribution for an integration with the results of the
other projects and vice-versa. In particular we refer to HIS/HES,
DAFNE III, EUPASS, Monitoring Socio-economic Differences, ECHI,
European Health Risk Monitoring Projects, in relation to available
data on mortality, cardiovascular risk factors, socio-economics
status. The proposing consortium consists of representatives of
member States (Austria, Belgium, France, Finland, Germany, Italy,
The Netherlands, Portugal, Spain, Sweden and the United Kingdom)
and includes leading epidemiological expertise involved in
longitudinal studies, in registries and in prevention
trials.

STATEMENT OF THE PROJECT'S
AIMS :
Diabetes mellitus and its
complications have become a major public health problem in all
countries. It causes significant physical and psychological
morbidity, disability and premature mortality among those affected
and imposes a heavy financial burden on health services. The
prevalence of diabetes is rising globally, and the number affected
is expected to double by 2010. The prevalence and complications can
be reduced through early and appropriate intervention. Within
Europe, important differences between potential risk factors
(lifestyle, environmental factors, genetic predisposition etc)
exist. Although diabetes has been identified as one of the leading
and growing contributors to the global disease burden, so far no
relevant and reliable indicators or available, based on comparable
data collection, throughout the EU to monitor diabetes and its
outcome.
Objective of this project is to provide a set of
indicators with a definition of the underlying data collection to
monitor diabetes mellitus and its outcome in the Member States/EFTA
on a routine, consistent and uniform basis. An inventory of
available indicators and data sources in the different EU/EFTA
countries will be established. Focussing on different aspects of
diabetes mellitus requiring surveillance, further potential
indicators and alternative data collection will be added to the
inventory. From the list a set of indicators will be selected,
based on relevance, validity, sensivity, reproducibility end
responsiveness. Not only the numerator but the denominator will
have to be taken into account. Data source/data collection will be
described. The feasibility of obtaining these indicators over a
longer timespan in all (most) of the member States (or within
shortly) will be used as criteria in the final selection. A pilot
study will be done to evaluate feasibility and to provide a valid
initial data set in the different EU countries.
The outcome will result in the recommendations of
a set indicators to monitor diabetes and its sequelae.
