As a citizen I shouldn't be asked to demand my rights on a website but the Government should be able to use all the Information it has about me and my family to serve my need automatically. Even the first time a lot of data can be collected from different administrations, and not asked me.

Do you mean that most of the time administrations are generating the data in the 1st place so that it should not even be provided?

An interesting older article on this subject is "Proactive e-Governance: Flipping the service delivery model from pull to push in Taiwan", which describes what was the aim of Taiwan's fourth e-government strategy: to flip the electronic service delivery model by shifting from the "pull" approach of traditional e-government - whereby the citizen must seek out government services - towards a "push" model, whereby government proactively and seamlessly delivers just-in-time information and services to individual citizens based on needs, preferences, circumstance, life events, and location.
Do you also have some concrete examples or use cases in the EU for this?
I have thought of this many times.
Why do I need to renew my citizen card and passport every 5 years? Why doesn't the state just sends me my ID and saves me the hassle of interacting with government services?
What a shame we don't get to vote on this platform, I would be interested in knowing what the Commission could learn from this example that was brought to its attention...
The automated extention and delivery of renewed identity cards or passports may not be the most obvious area for reducing administrative burden and limiting interaction with administrations, as secure and trustworthy identification is necessary and at least there a personal contact is justified.
Nonetheless, through the smarter re-use of data in the back-office and by applying the once-only principle in full compliance with data protection rules, indeed, administrative services can be automated or delivered in a pro-active manner. The interconnection of different registries allows forms to be pre-filled (eg for tax declarations in Finland and Estonia) and disbursements to be automatically paid (eg Denmark for child or unemployment benefits).
According to the latest eGovernment Benchmark Report the use of authentic sources for pre-filling online services has increased slightly with 2 percentage points and is now used in approximately half of the public services (49%) however, the number of automated services has not risen over the years.
Bill Gates said: ‘Automation applied to an efficient operation will magnify the efficiency; automation applied to an inefficient operation will magnify the inefficiency’. Governments need to think through where automation can be applied, and if the process itself should not be made more lean first.
