Do you think semantic interoperability will play a major role to overcome information sharing in the fragmented water market ? Is this the way to reach cross-domain interoperability?

yes semantic interoperabilty across domains is one of the key important topic discussed in many place
In particular AIOTI WG3 discussed it and produced a free report dealing with semantic interoperability.
In this context I suggest
I have few suggestions for you to consider
1- Consider ETSI ISG CIM on data model and context work across all sector ( group also set up as FIWARE specification standardisation follow up synchronising with oneM2M)
2- Consider oneM2M context also in semantics as broader than ETSI smartM2M SAREF
3- Consider AIOTI WG3 work on High level Architecture and Semantic Interoperabilty anyway synchronised with my 1, 2 and 3 items. Same people are in all groups and common ideas are promoted
we are also working on this topic in 2 H2020 projects namely FIESTAhttp://fiesta-iot.eu and Wise-IoT http://wise-iot.eu/ for the Internet of Things world which is very relevant to Water sensors and related application

The role of semantic modelling is pivotal to bridging the chasms between data silos in the water industry. This has been recognised in the energy sector and is gradually being accepted in the water sector. Now we need more work on model development, consensus building, standardisation, and industrial adoption. A W3C group has been established to push this further (https://www.w3.org/community/swim/) and relevant information can be found at www.semanticwater.com

While I think that semantic modelling plays a fundamental role in enabling data interchange across systems, real world experience demonstrates that such standards are effective when large organisations endorse and support them. The success story of OGC shows that the involvement of both governmental organisation and major industry players is essential. So far, I haven't seen this type of commitment from actors in the water industry, which is rather a follower than a trend-setter when it comes to technology.
