1) way of getting started? Talk with parishes/municipalities that are very isolated (i.e.: 2+ hours away from citizen card counters, for instance) and could benefit from access to proximity to the government services
2) Any experience? Personally, I don't. Lojas do Cidadão in Portugal is a great example of this kind of service.
3) A good result? Reduced barriers to access government services. Reducing asymmetries of access to government services between rural and urban areas.
4) Idea of costs? Depends on who you hire... JK, but depends on the number of services and the complexities of the processes... Depends on what to do first, Delia also mentioned health records... Perhaps that's costly. But perhaps changing your official address shouldn't be so costly.
5) Who could offer this? Perhaps you could speak with the Border Region Association or any association for rural areas. I'm sure they know municipalities that would be happy to offer this kind of services.

Funding, adoption by public administration, publicity so citizens know this service is available
European Commission, national governments - but also utility companies that could benefit from this system (i.e. a centralised counter for multiple basic services, such as water, electricity, telcos, etc)
Citizens and business will benefit from increased proximity with public bodies. Specially the digital excluded population would benefit from this (elderly, disabled, etc.)
Joint effort from all levels of administration: parishes need to have the skilled personnel to help citizens, with the support from different branches of public administration. There is a need of political will and funding.
