With 48.3 % of its population aged 30 to 34 years having attained tertiary education in 2013, Sweden exceeded its national 2020 target by 8.3 percentage points. The country also surpassed its target on early leavers from education and training by 2.9 percentage points. Despite the slight deterioration in the labour market situation as a result of the economic crisis, Sweden had the highest employment rate in the EU in 2013 and was second closest to its target among the EU countries (after Germany). In 2012, Sweden also surpassed its renewable energies target by increasing the share of renewables in gross final energy consumption to 51 % – by far the best performance in the EU. Despite having the second highest R & D intensity across the EU (after Finland), a 0.79 percentage point gap remains to be closed between 2013 and 2020 to meet the national target of spending 4 % of GDP on R&D. Similarly, the country remained above its GHG emissions target of a 17 % reduction, with a gap of 2.3 percentage points to be closed by 2020.

Context
Europe 2020 is the EU’s growth and jobs strategy for the current decade, striving to pave the way to a smart, sustainable and inclusive future. The strategy envisages measures to overcome the economic crisis and move beyond it by addressing the structural weaknesses in the European economic model. The final objective is to deliver high levels of employment, productivity and social cohesion in the Member States, while reducing the impact on the natural environment.
