Applicant having benefited from material reception conditions at the end of the reference year means a third-country national or a stateless person who has submitted an application for international protection or has been included as a family member in such an application and who, at the end of the reference year, benefited from material reception conditions providing an adequate standard of living for applicants, in accordance with Article 17 of Directive 2013/33/EU.
Directive 2013/33/EU sets standards for the reception of applicants for international protection in the Member States. The material reception conditions include housing, food and clothing provided in kind, or as financial allowances or in vouchers, or a combination of the three, and a daily expenses allowance. In addition, EU countries should ensure that asylum seekers receive the necessary healthcare and have access to the labour market within 9 months of the date of their application for international protection, and that minors who are applicants or the children of applicants have access to education.
