A recently released evaluation report of the European Commission considers that greater poverty, land abandonment, and rural decline would happen in the absence of the CAP. This is seen as representing important added value from a common EU-level policy in this field.
The evaluation investigated CAP contributions to rural Europe’s development in terms of reducing social and economic imbalances, such as social exclusion within rural areas and between rural and surrounding areas. Evaluation findings refer to CAP’s “spill-over” economic benefits and particularly for less developed regions.
