Gathering your requirements


CEF eDelivery promotes a domain-independent solution, that can be used in every policy domain of the EU. This is done by adopting existing technical specifications and standards rather than trying to define new ones.

As a result, policy domains and projects interested in deploying eDelivery are free to either buy or re-use any software that is conformant, or build their own based on these technical specifications.

To start, you need to determine whether eDelivery is a good solution for your domain.

Once your business needs are clear, you can translate those into requirements and build your case to implement eDelivery.

The Stakeholder management office and eDelivery technical office teams of CEF can help in this phase by providing guidance and onboarding support.

Attend a Workshop

After getting in touch with CEFeDelivery support, you will be contacted to organize a workshop.

Together with the technical team, you will get a first introduction to the eDelivery DSI and CEF's eDelivery services, and you will have all the elements to start defining your business needs.

Complete self-assessment

CEF eDelivery developed a self-assessment tool to help you define your business needs.

This tool helps you determine how CEF eDelivery can help you achieve your business goals and which components of the eDelivery infrastructure are suitable for re-use in your particular context. The tool covers topics such as: Project Scope, Policy Domains and core requirements like Scalability, Reliability and Security.

Once completed, the results may be sent to the CEF eDelivery team via the inbuilt functionality, and one of our team members will get in touch with you to discuss the next steps.

Identify business requirements

At this stage, you will get an understanding of what an eDelivery message exchange infrastructure is, of its goals and its benefits. Together with the self-assessment tool, these elements will help you outline your current situation by pinning down a series of business requirements.

Additionally, eDelivery can help identifying requirements linked to the eIDAS regulation.

Carry-out feasibility study

With the business requirements clear, you will be able to carry-out a feasibility study and estimate the necessary investments and expected benefits of deploying an eDelivery solution.

For this purpose, CEF eDelivery developed a cost estimation tool. This tool will help you develop a feasibility study and will give you the elements to decide how to best deploy eDelivery: build, buy or re-use.
