1Get familiar with the legislation and standard

Member States' public administrations and other government entities adhere to the eInvoicing Directive (2014/55/EU) by being able to receive and process electronic invoices complying with the European Standard (EN 16931)

The way electronic invoicing should be implemented depends on how your Member State has transposed the EU Directive into national law. To learn more, you can check the Member State’s country factsheet.


2Define the scope and requirements

Decide how far you want to go with electronic invoicing. Do you just want to make sure you comply with minimum requirements, or will you take the opportunity to rethink and innovate the entire procurement process? Consider the benefits of going digital. After scoping, define your requirements and agree on the needed level of security. See our documentation and support services to help you through this process.


3Decide how to obtain your eInvoicing application

To electronically receive invoices, you’ll need a technical solution. You can choose to develop your own application in-house or find a solution provider that can do this for you.  Alternatively, you can also look into off-the-shelf software to find a suitable solution. We provide extensive documentation and support services to help you assess the needed resources and capabilities.


4Implement your solution

We offer an eInvoicing implementation checklist that identifies key areas of consideration when implementing eInvoicing. If you’ve chosen to engage a solution provider, they will generally lead this process for you.


5Test your readiness and compliance

Before going live with your new eInvoicing solution, you can use our testing services to check your readiness and compliance.

Our conformance testing service provides test cases and a ready-to-use testing platform to assess your solution’s technical compliance with the European standard. Technical support is provided by our experienced staff throughout the entire testing process.


6Receive your first eInvoice and save costs
