The study serves multiple purposes:

• It explores ways of making better use of programme specific indicators with the aim of better servicing accountability, steering and evaluation.

• It suggests possible methods for the measurement of social inclusion operations outcomes, in particular soft outcomes.

• It also complements the information available in the Coronavirus Dashboard by analysing the use made of COVID-19 programme-specific indicators by Member States.
