Statement of the project's aims:

Several chronic conditions, like cardiovascular diseases and cancers of various sites, have strong nutritional components. Identification and follow-up of trends in food habits across Europe are prerequisites for the detection and monitoring of groups at high risk of developing nutrition-related chronic diseases, high consumers of additives and contaminants and for formulating, monitoring and evaluating effective policies and programmes to improve nutritional well-being

The proposed project aims at creating a cost-effective European databank, based on the nationally representative household budget survey (HBS) food, socio-economic and demographic data from 9 European countries (Belgium, France, Greece, Ireland, Norway, Portugal, Spain and the United Kingdom), which will allow : 1) the identification of disparities in food habits among Europeans and their socio-demographic determinants 2) the follow-up of trends in nutritional practices, based on comparable and regularly updated information 3) the identification of population sub-groups whose dietary habits are not favourable according to the current scientific knowledge on the association of diet and health and 4) the outlining of preventive interventions in order to support consumer choise towards a healthy nutrition.

The ultimately developed databank will be appropriately designed in order to be integrated in the Health Information Exchange and Monitoring System (HIEMS) of the European Commission and potentially to other information systems, providing thus a nutrition monitoring tool which could be related to health data.

Statement of the project's aims:

The objective of the activity envisaged in 1999-2000 is to collect the information necessary for an appreciation of the information systems on regional health indicators in the 15 EU Member States.

A summary of the information collected will be analysed and criticised by a "project group" composed of six persons, coming from WHO Europe, Germany, Belgium, France, United Kingdom and Sweden.

This group will examine the possibility of using regional indicators that are comparable between the 15 Member States.

This is the first stage of a larger project designed to permit interregional comparisons between the different EU Member States.

Statement of the project's aims:

High quality, evidence based, comparable health data are essential for the planning, monitoring and assessment of Community actions in the field of public health; as stated in the Decision of the European Parliament and the Council of 30 June 1997, these are currently lacking in some areas. Our project is designed to develop a strategy for providing the Committee of the Health Monitoring Programme with incidence and prevalence data for a range of diseases together with an assessment of their reliability, validity and accuracy.

Our project is organised into two parts:

Part A : We will produce an electronic inventory of the sources of data available in Member States which can i) be used as a source of information to monitor the incidence and prevalence of specific diseases, for the EU's Action Programme on Health Monitoring in the field of Public Health and ii) be updated on a regular basis by MS for the Commission.

Part B : We will carry out statistical methodological evaluation, review and assessment of morbidity data sources from different MS, to ascertain their suitability for providing comparable EU-wide estimates of diseases-specific morbidity, concentrating on groups of diseases which are generally recognised as contributing to the overall burden of diseases, eg cardiovascular and musculo-skeletal diseases. We will prepare "protocols" for producing EU-wide comparable morbidity data include these as part of the inventory (see Part A).

Statement of the project's aims:

1. In accordance with Pillar C of the Health Monitoring Programme and Article 1 (2) and Annex 1 (c) of the Decision N° 1400/97/EC of the European Parliament and of the Council: To improve, strenghten and support the applicant countries in their tasks of analyzing, evaluating and monitoring public health issues.

2. In particular, in close collaboration with the applicant countries, to produce "Highlights" on health for each of the applicant countries that analyze and give an overview of the health and the health-related situation in each country. They will, where possible, compare the position of each country in relation to other applicant countries and also in relation to the European Union Member States.

3. The analyses contained in the "Highlights" together with a supplementary report will also help to assess the effect of Community Policies on the health status and on the health services and systems of the applicant countries.

Statement of the project's aims:

Comparing health data for policy purposes is often hampered by the use of different measurement instruments. Despite substancial effort, traditional harmonisation approaches in the Member States have only been partially successful. The project aims :

1. to propose community indicators for disability categories ICIDH-D codes 30-60,

2. to develop a methodology for Rasch conversion of regional and national disability statistics.

A pilot project will be conducted that focuses on the conversion of walking and dressing disability information (in terms of physical disability and activity limitations) from all Member states. The goals of the pilot project are :

1. to demonstrate a new methodology on a relatively small, well-defined problem,

2. to identify key problems, if any.

Requested financing and work plan only cover the pilot project.

Statement of the project's aims:

The European Physical Activity Surveillance System (EUPASS) aims to contribute to the establishment of an appropriate, cost-effective and feasible Community health monitoring system. This is to be achieved by developing and testing a surveillance system, using physical activity (PA), being a major indicator of public health, as its substantive focus and starting point. Specifically, EUPASS, for PA and in general, aims to contribute to the methodological foundation of health monitoring in Europe and to improve the quality of monitoring data bases by :

a) implementing a surveillance system combining a continuous data collection approach with survey time series data collection, using computer-aided telephone interviewing (CATI) for the former and both CATI and mail survey methods for the latter,

b) conducting an implementation analysis of national health monitoring systems in Europe, with a focus on policy impact ;

c) contributing to the establishment of a valid and internationally comparable list of both core indicators and optional indicators for health-enhancing-PA.

Hence, EUPASS has a strong focus on action and implementation, and on how best to conduct surveillance in the European context.

It aims at providing concrete recommendations for decision-making in health monitoring, both regarding PA and in general. In doing so, EUPASS will closely co-operate with national institutions in the EU involved in health monitoring and physical activity.

Statement of the project's aims:

Pillar A in the Health Promotion Programme concerns the establishment of Community health indicators including the selection of relevant information and data for exchange between Member States, the Commission and international organisations and with conceptual and methodological work related to the process of making the data comparable and identifying and developing suitable indicators.

This project will contribute to this aim by evidence based information of the value of different interventions as an important component in measures of health indicators, and as a crucial factor in the possibility of making comparisons between the Member States.

The project aims to develop and strengthen the network(s) in the EU by promoting cooperation between the various centers and activities concerned with assessments of health intervention activities in the Member States.

Statement of the project's aims:

The work proposed here aims to define a (minimum) set of dietary components which are relevant determinants of health and to define a method for the monitoring of food consumption in Europe, this method to be used alone, or as a calibration method for ongoing studies. The project will make use of the progress in relevant projects carried out until now and ensure the possibility for datafusion with other health monitoring studies. With this method it must be possible to estimate :

- average (habitual) intake and distribution among individuals of energy, macro- and micronutrients

- high intake levels for contaminants and additives individuals

- the consumption of specific foods

- data from different countries.
