To evaluate and develop common methodologies for surveillance of the spread and impact of Campulobacter infections in Europe and to define the need and scope of a European network on human Campylobacter infections after the following information h as been obtained:

1) inventory on recommendations for Campylobacter testing and laboratory methods used by national reference laboratories in European countires and a mail-survey of local laboratories in selected countries on tools and algorithms used for Campylobacter diagnosis.

2) an inventory on existing human surveillance systems for Campulobacter in European countries

Project Objectives and Action Plans

To implement a research and development programme on the European level which ameliorates HIV prevention targeting men who have sex with men. This will be done by: implementing 4 pilot projects: prevention targeting young gay men, dealing with the influence of serostatus on prevention, developing effective prevention targeting gay tourists and developing models of good practice of collaboration between health authorities and commercial gay venues. These pilots described in detail elsewhere.

Monitoring the effects of the new therapies on prevention.

Stimulating exchange and collaboration.

Providing a Clearing House.

Stimulating adequate monitoring research.

Attempting to synchronise and uniformise prevention messages.

Linking with other European networks to avoid doubling work and to increase effect.

- To enlarge the experience of our last project ('Acces procedures for AIDS affected people to home care setting in European large cities: networking between private and public institutions', financed by the European Union SOC97 202348 05F02 and realized toghether with Madrid and Munich) building a big European network involving a larger number of partners. This will permit a more complete comparison amongst the experiences of home car setting for AIDS affected people.

- To mark comparisons in the relationships between public and private agencies and their networking experiences.

- To develop a mapping of the public and private home care and rehabilitation services of the partner cities.

- To improve home care settings accessibility.

- To study responses to new emerging requirements (psychiatric problems, social problems, etc.).

- To study experiences with post-shelter rehabilitation, the return to family re-entry into the working world, etc.

- To study what king of providers are needed, and what training they need, for new assistance and rehabilitation projects.

- To set a permanent monitoring of population needs and supplied services.

- To compare different experiences in European large cities.

- facilitate the public health benefits which accrue from legal remedy for, and prevention of discrimination;

- facilitate their implementation in both the countries which are participating directly in the study, and the other member states;

- further strenghten the existing European association of HIV academics, legal and health professionals, government officials and non-governmental organisations, to increase the exchange of information on HIV related discrimination whether actual or potential in order to help to reduce future discrimination;

- facilitate integration of prevention policies at a political level to reduce perceived/experienced discrimination;

- provide detailed and specific good practice recommendations to lawyers and legal advice agencies in the fields of imployment, housing, credit insurance, education and healthcare in order to combat HIV related discrimination across Europe.

Project Objectives and Action Plans

The long term objective is to reduce antimicrobial resistance in the European Community.

The short term objective is to establish a permanent initiating, facilitating and co-ordinating structure for Antimicrobial resistance in Europe which will enable:

- The establishment of an 'early warning system'.

- Surveillance of antimicrobial resistance in the EU, including evaluation of currently active national and international antimicrobial surveillance systems, including standardisation and validation of antimicrobial resistance susceptibility testing, as well as the identification of risk factors for antimicrobial resistance.

The achievement of these objectives will provide information for use by local laboratories and physicians, to support both appropriate antibiotic use and also by national governments and European authorities in formulating policies on antibiotic use. Electronic data and information transfer systems (INTERNET) will be developed in order to achieve fast automatic analysis of accumulated data and subsequent feedback.

Project Objectives and Action Plans

The European Information Centre 'AIDS and Youth' (EIC) is committed to support HIV/AIDS prevention for youth in the European countries. The current request for subvention concerns the continuation of the EIC project. The objectives are:

- To highlight and respond to the specific needs in the support of intermediaries with regard to HIV/AIDS education and prevention for young people by:

* facilitation of the exchange of information (with special reference to Models of Good Practice,

* capacity building and

* advovacy;

- Improvement of collaboration between professionals, organisations and networks in HIV/AIDS prevention for youth, among governmental organisations, through a structural network of National Contact Persons.

- To collect relevant literature and to provide advise and fulfil a referral function for contacts in the field.

- To support the European Commission in the execution of the Community Action Programme against AIDS.

- To divulge objective, rigorous and honest information about treatments and medication and other points that can leas to a betterment in the quality of life of HIV+ people.

- To assure easy access to the latest treatment information.

- To present understandable material for all readers so that it is available to the largest amount of people possible.

- To promote good health-maintenance practices.

- To help the HIV-person be able to make treatment decisions together with their medical team, so that both the patient and the doctor are able to work together and dialogue and take advantage of the interchange of information and personalise the treatment.

- To publish said information regularly.

- To consolidate relations with other institutions, the states, and both European and American organisations with the goal of getting access to providing contrasting all the latest information.

- To present treatments, treatment issues and regulatory decisions in Europe for trials and access.

The addes value is of course, the fact that we are, by definition, a cross-national group, whereby information is automatically shared by people from at least 16 countries, where networking is a natural part of our work.

- Sammlung und Vergleich von Daten zu HIV/AIDS und Hepatitis-Infektion und Prävention im Strafvollzug in den 15 europäischen Mitgliedstaaten.

Project Objectives and Action Plans

This is a proposal for the training of the fourth cohort of fellows in the European Programme for Intervention Epidemiology Training (EPIET). It is a fellowship training programme in applied epidemiological methods for the surveillance and control of communicable diseases, information production, and public health action. This programme provides suitable training opportunities at identified national institutions in charge of surveillance and control of communicable diseases in Europe. The trained human resources contribute to the development and strengthening of a European network of epidemiologists with similar experience and methods. In close connection with other EU project, it is already facilitating the exchange of epidemiological information between EU member states and facilitate the co-ordination of surveillance, investigation and control of communicable diseases in Europe. The programme consists of a long-term field assignement devoted to practical (learning by doing) epidemiological training. It is supervised by senior epidemiologists in national European Publci Health Institutes. Each fellow is sent to an host institute of an EU member state different from its country of origin. The practical training is supported by a three week introductory course, four one week additional modules, and two Scientific Seminar during the field assignment.

HIV prevention campaigns targeting young persons often fail in that they do not take into account the complex reality in which these individuals live. The general objective of this project as to better target prevention, focussing on ''marginalised'' young persons, that is, with the following characteristics and potentially more vulnerable to AIDS: homeless, unemployed, history of imprisonment, drug abuse, with dysfunctional family relationships, and fulfilling basic needs through socio-health services. To accurately target HIV prevention, the population's characteristics must first be defined, and effective prevention depends on increasing both the awareness of the risk of HIV and individual self-efficacy. To this end, we conducted systemic counselling, focussing on relationships (i.e. with the family, with other individuals, and with socio-health services), which can play both a negative and a positive role in at-risk behaviour.

Specific objectives included:

- To create a database for developing a better defined profile of ''the young marginalised individual'' in five European countries (Italy, France, Greece, Portugal and Spain).

- To identify changes in at-risk behaviour following the implementation of systemic counsellin.

- To provide socio-health care services with useful indications for confronting the marginalisation of young persons.

Project Objectives and Action Plans

Surveillance of infectious diseases on the European Union level is becoming increasingly important. Several networks for such suveillance already exist (e.g. salmonella, legionellosis, and HIV/AIDS), and others are being planned.

The proposed project would have three parts:

- Continue the work on prioritisation started by the Charter Group in 1996 and 1997.

- Pilot the use of common case definitions for a few selected diseases not presently reported in existing networks.

- Investigate the feasibility of a common (or a few common) reporting scheme(s) for the different diseases under surveillance.

- Analysing problems arising in relation to HIV/AIDS/STD along the national borders within the European Union and identifying border areas where the situation is critical.

- Gaining knowledge of migratory movements among female sex workers inside Europe and of the specific national features related to these movements.

- Developing border-crossing working methods as well as measures in close co-operation with the respective neighbouring countries.

- To establish a binational co-operation NETWORK between the competent institutions and centres that are dealing, at various levels, with this problem and with the target groups in order to provide appropriate services to sex workers and drug-misusers.

Pilot projects at the borders of the countries involved will be developed and examples of good practise will be analysed under supervision and co-ordination of the applicant.

Informer les utilisateurs sur la compatibilité des lubrifiants (mais aussi certains spermicides, ovules, ...) commercialisés dans différents Etats de l'Union européenne, avec les préservatifs masculins, et plus généalement, sur l'intérêt d'une lubrification complémentaire. Le but est de prévenir les risques de rupture lors de l'usage des préservatifs et, par conséquent, la transmission des maladies sexuellement transmissibles.

Les présents travaux conduits à l'échelle européenne se proposent:

- Préalablement de mettre en oeuvre un essai comparatif sur les lubrifiants et spermicides commercialisés dans différents Etats membres afin d'évaluer leur compatibilité avec les préservatifs pour porter les résultats à la connaissance du grand public (coûts intégralement pris en charge par les partenaires).

- De réaliser une plaquette d'information en quatre langues pour une action d'information-formation directement auprès du public ou via des associations ou structures-relais impliquées dans la lutte contre les maladies sexuellement transmissibles et le sida. Cette plaquette d'action préventive contribuera à éduquer le public sur le bon usage des préservatifs et des lubrifiants.

- De contribuer à l'élaboration d'une norme européenne sur les lubrifiants en mettant les présents travaux scientifiques d'évaluation à disposition des instances européennes de normalisation, afin d'améliorer la sécurité des consommateurs dans un souci de santé publique.

Project Objectives and Action Plans

The project aims to increase the degree of business involvement in the fight against AIDS and thereby contribute to a reduction in the rate of new infections and the continuation in productive employment of people affected by HIV and AIDS for as long as possible. This project will contribute to this by:

- Drawing an ever larger number of enterprises into the European AIDS and Enterprise Network (EAEN).

- Working with other leading organisations to establish a small group of leading business personalities who will lead the involvement of business in HIV and AIDS matters through personal exhortation and example.

- Establishing HIV and AIDS as a legitimate ara of concern for enterprises which they should handle in the same way as other chronic diseases.

Beside epidemiological data, behavioural data, that go beyond simple surveys of knowledge and attitudes (such as in eurobarometer), are needed to assess the potential of the epidemic and the impact of HIV/AIDS preventon in Europe. These data must be comparable from one country to the next in order to point out similarities and differences in the actual behaviour of the populations. Data from at least 10 European countries will be used in this project.

Thus, the objectives for this project are:

- To continue to promote the use of a common set of indicators and survey questions (that has been designed during the current contract SOC 96 201702 05F02) in the general population surveys aimed at following up HIV/AIDS prevention in the different European countries in the area of HIV/AIDS new treatments.

- To provide cross-national analyses on both risky and protected behaviour, possibly on a longitudinal base.

- To point out phase or circumstances in the relationships that pose problems from the point of view of HIV/AIDS prevention and that can be addressed from a public health perspective.

Project Objectives and Action Plans

The aim of Phase 2 of the Europeer project is to develop and formally establish a high added value European network to increase the effectiveness and efficiency of youth AIDS peer education initiatives in slowing the spread of HIV and other STD.

The objectives for the network are to:

- Facilitate the exchange of information, experience, skills and evaluation results between peer education projects in all Member States and to provide support to new initiatives.

- Procure and disseminate state of the art expertise in the peer education related areas of project practice, training, health education, policy making and evaluation.

- Facilitate and enable the capacities and skills of youth peer educators by co-ordinating information and skills development, inter-regional peer to peer exchange and empowerment through interaction.

- Establish close collaboration between the network and other established Community supported HIV prevention initiatives targeting young people in order to consolidate efforts and to avoid duplication.

- Facilitate the development of evaluation methodologies and research in the area of youth AIDS peer education.

- Establish 1) a Community secretariat for the network at a proven European organisation and 2) regional centres representing the cultural diversity of the European Union.

During Phase 2, necessary developmental for establishing the consensus network will be carried out. If Phase 2 proves successful, funding for Phase 3 will be applied for in September 1999. Phase 3 would involved the complete investiture of the prepared European youth AIDS peer education network.The network during both phases will focus on reaching those groups of young people most vulnerable to HIV due to behaviour that places them at risk (at risk sex, drug use, prostitution, migrants, etc...)

La proposition de partenariat européen poursuit plusieurs objectifs.

a) De manière globale:

- A long terme, réduire la dissémination du VIH, des MST et d'autres risques de santé (dépression, suicide, etc.) auprès de jeunes se posant des questions au sujet de leur préférence sexuelle et donc aussi auprès des jeunes homosexuels, sur base d'une stratégie visant à élucider et à agir sur les conditions d'apparition de ces situations de vulnérabilité spécifiques.

- A moyen terme, favoriser la prise de conscience par les pouvoirs publics, par les intervenants en matière de santé, et au délà, par la société au sens large, de l'impact de la discrimination ou de la stigmatisation redoutée par le jeune sur l'émergence de divers risques de santé.

- A court terme, favoriser et développer le transfert et le partage de savoirs et d'expériences concrètes entre institutions et organismes actifs dans les différents pays européens, afin de mettre en lumière les convergences et les divergences à l'intérieur de contextes socio-politiques différents.

b) En prolongement du Congrès Européen (CERIS) tenu à Bruxelles en février 1999:

- Diffuser largement les résultats de l'état des lieux en collaboration étroite avec la Commission européenne.

- Elargir la recherche qualitative menée dans le projet CERIS aux dix nouveaux partenaires.

- Elaborer le contenu éthique et préventif commun pour des messages de prévention susceptibles, sur base de l'état des lieux, d'être diffusés au niveau européen (kaleidoscope effect).

- Définir au niveau de chaque pays, le support, le canal ou la méthode la plus adéquate de déclinaison du message en tenant compte de l'interaction entre les ressources et contraintes nationales (brochures, spots, affiches, Internet).

- Mener une étude préliminaire de la validité et de l'opportunité de la campagne dans chaque pays.

c) Manière opérationnelle, le projet vise, sur base de l'état des lieux (CERIS), à fournir un kit européen comprenant 4 volets:

- Un guidelines théorico-éthique.

- Une proposition de déclinaison et leurs descriptions.

- Un mode d'emploi précis.

- Une évaluation effectuée lors des prétests.

General objectives:

- To know Spain's life styles following a qualitative methodology (completing the study carried out in 'Excludes I'), while a quantitative methodology will be used in central and northern Europe countries to study socially excluded illegal drug users, homosexuals and heterosexuals at HIV/AIDS risk. This will be done so in order to be ready to design interventions adapted to this population and aimed at preventing and reducing the effects of HIV/AIDS and other problems (drug addiction, sexual relations, employment, legal, social and family problems).

- To initiate HIV/AIDS prevention activitis and inform about the social and health resources available, taking advantage of the contact with the target population required in objective A.

- To design a 'European map of social exclusion'.

- To celebrate a European Conference on Social Exclusion and AIDS with the participation of all EU countries.

Specific objectives:

- To study the behaviours and attitudes towards HIV/AIDS of those people who were not studied in the first year of the 'Excludes' project (homosexuals and heterosexuals). We will also deal with the type of population who was studied in the first phase (drug users), but this time in central and northern European countries.

- To study through a qualitative methodology the Spain's study population (this will be done in Seville).

- To identify knowledge, attitudes and behaviours related to HIV/AIDS.

- To identify attitudes and behaviours related to illegal drug consumption.

- To know their health situation with regard to HIV/AIDS and other diseases.

- To know to what extent they have access to social and health services.

- To know their income sources.

- To know their social and family situation.

- To recruit and train members from the target population so that they can distribute the questionnaire and act as 'health agents'.

- To offer the target population information about HIV/AIDS and the social and health resources available.

- To offer HIV/AIDS prevention instruments (injection kit and condoms).

By exploiting the experience of the participating organisations attention can be focused on prevention, medical treatment and society's responsability for HIV positives and AIDS sufferers and their rights. A target for 1999 is to plan and implement psychological support for HIV positive people in Scandinavia. This is considered important because people nowadays are living longer with their HIV infections. Another target during the year in question is to evaluate the Scandinavian HIV manuals so that a smaller, pocket-size HIV manual can be compiled. This is to enable HIV positive people to know where to go for help in Scandinavian countries given that mobility between these countries is very high. Another target is to male available the efficient Scandinavian network and show solidarity. We are also keen to expand our network to include the Baltic States, Ireland and Spain.

Project Objectives and Action Plans

This project will give the opportunity of an further "harmonisation" of the European surveillance policies, and then of new initiatives to reduce the occurence of hospital infections and to improve the quality of patient care. The exchange of experience between the reference centres will be an important point for fixing actual issues and anticipate emerging issues in the future. This project will provide new insights on prevention and management of hospital infection in the era of increased of susceptible patients (increasing number of elderly and also of immuno-compromised patients) and in the era of emerging infectious diseases related to new agents, to anti-microbial resistance bacteria, to increased social mobility and exchanges of population, and increased use of invasive techniques (i.e. endoscopic surgery, interventionnal radiology). Appropriate guidelines from this project will be able to reduce the incidence of hospital infections and will provide methods for dealing with future issues. It will provide an excellent mean to develop European trans-national collaboration and will help for experience sharing and stimulate juniors physicians and health care providers to be involve in this new field of medicine.

Identify accredited body or authorities of each member State. Evaluate the system for alert, early warning systems and surveillance system for VHF in the different countries. Describe the deficiencies and gaps for alert, early warning sytems in the different countries. Evaluate how to improve the alert and early warning system in these countires by exchanging information. Organise a meeting in which the accredited body or authorities of each member State define structures for information exchange for VHF with each other and with the ENIVD network. Establish organisational structure for information exhange for VHF between ENIVD and the accredited body or authorities of each member State. Organise a meeting for the ENIVD to work out case definitions for Ebola, Marburg Virus, Lassa, and other VHFs, etc. and to define structures for information exhange on VHF with the accredited body or authorities of each member State. Institutionalise an internet site for disseminating information about VHF and information exchange between the accredited body or authorities of each member State and the different ENIVD laboratories in the EU. Suggest a permanent communication structure with each other, the commission and those structures and/or authorities which, at the level of each Member State are competent at national level. Discuss collection of surveillance data and collaboration with the Euro surveillance network and other international publich health organisations like WHO. Work out regulations for prevention of spread of VHF and define reponse and protection activities. Organise a collaborative meeting between ENIVD and accredited body or authorited body or authorities of each member State to discuss the alert, early warning procedure and the dissemination of relevant surveillance data at Community level.

The primary objective of the project Euro HIV is to cintunue to develop and manage the European HIV/AIDS surveillance system. This system consists of the collection, analysis , interpretation and dissemination of up-to-date standardised surveillance data for each EU Member State as well as other non EU countries part of the WHO European Region. A new component of the project is the implementation of HIV case reporting at European leval, which is essential to maintain a sound surveillance of HIV/AIDS in the era of highly active antiretroviral treatments (HAART).

Secondary objectives of the project include international comparisons, trend assessment, characterisation of affected populations, analysis of HIV-associated diseases, estimation of current and prediction of future disease burden through mathematical modelling and ongoing evaluation of surveillance methods.

Eurosurveillance unites the efforts of editors of national bulletins from the European Union (EU) member states through the auspices of an Anglo-French scientific and production team to publish surveillance data from national institutions and European networks, resultas of investigations of international outbreaks (or national if they are of European significance) and comparisons of ,and developments, in European policies for the surveillance and control of communicable diseases.

For the 1999/2000 period Eurosurveillance will combine more closely the strengths and uniqueness of the two existing bulletins, forge a single electronic identity through the construction of a joint website that will give access to common facilities and links, and streamline administration by applying for a single grant to fund the Eurosurveillance initiative.

Project Objectives and Action Plans

The NES II project aims at making available a widely usable tool for the planning and design of effective targeted AIDS prevention campaigns. NES II will implement and experiment the TAPNES (Targeted Prevention Neural Expert System) based on the general purpose Neural Expert System implemented by the NES project. Among the risk groups identified by the 1998 Program of work, NES II will target towards homosexual and bisexual young males, prostitutes, intravenous drug users. NES II general objective is to give a contribution to improve the impact of European AIDS prevention campaigns and to improve their cost-benefit.

NES II specific objectives are to make possible:

- to give consistent guidelines and hints for planning, designing and implementing effective campaigns,
- to allow a fine tuning of AIDS preventive campaign on defined target groups and geographical areas, and to compare in advance and choose between several campaign options, being the choice based on consistent data and sets of rules,
- to define a process that will allow to extend TAPNES application on more Member States (other than the five involved at first) and to more target groups (other those involved at first).

The NES II objective will be achieved by:
- its final product (TAPNES) that will be an easy to use instrument (a friendly program on a PC) for all those bodies (public and private agencies and institutions) that finance, plan or implement targeted AIDS campaign,
- making available the methodology and the tuning procedures to all those bodies that are willing to implement it in their regions and towards their targets.

TAPNES will also be useful for those projects funded under the EC Public Health Programme of Action that plan prevention campaign and potentially for the EC itself.

Project Objectives and Action Plans

The aim of the continuation of the ELECTHIV project is to better investigate the complex scenario of complementary forms of assistance emerged from the first year of the programme. Hence, the project aims at obtaining an accurate and updated picture on the phenomenon of use of complementary forms of assistance among PLWHA and at indicating the types of information and communication most lacking in this field. In particular the main objectives are as follows:

- Disseminate the results of ELECTHIV (1st and 2nd year) to all parties involved and initiate a debate on the benefits and risks of complementary forms of assistance in the area of potent anti HIV regimens.

- Review the precise occasions and conditions of use of complementary forms of assistance and the expectations and needs hence expressed by people with HIV.

- Investigate the types of substances most frequently utilised, especially with respect to the risk of eventual drug interactions.

- Evaluate the influence of the use of complementary techniques on the compliance to conventional anti HIV combination drug regimes.

- Research the correlation between specific complementary forms of assistance and parameters of quality of life in the effort of distinguishing validable techniques from mere placebo.
