A new road in south-east Poland is improving traffic flows and reducing travel times in the region, whilst boosting road safety. The construction project is also maintaining strong environmental standards and minimising pollution impacts.

Construction of the Kock and Wola Skromowska bypass, a section of the S19 expressway from Miedzyrzec Podlaski to Lubartów, removes a transport black spot close to residential areas.
It reduces travel time for commuters, tourists and locals, and improves traffic flow for this region and further afield. The Kock bypass, together with the Wola Skromowska bypass, makes up almost eight kilometres of a national road.
Improving traffic flow
The bypass section of National Road No 19 in south east Poland travels through the district of Gmina Lubartów. The road links the northern city of Kuźnica near the state border with Białystok, Lublin, Nisko, Rzeszów and Barwinek, located on the Slovak border.
The infrastructure project also includes the construction of new bridges over the Rivers Wieprz and Tyśmienica.
A fast route with time saving costs
The new infrastructure includes the construction of a 7.87 km strip of road - a single-carriageway expressway. The bypass is designed for speeds of up to 100 km/hr and loads of 115 kg per axle. The bypass involves building both the Kock junction, linking to the new route to Kock from the north, and the Bykowszczyzna junction, linking to the new route to Wola Skromowska from the south.
Access roads and necessary adjustments to district roads are also included. High environmental standards have been part of the project from the start with analysis of noise levels, air and water quality, and steps have been taken to reduce the road's impact on residential, farming and forest areas.
It is estimated that the project, opened in December 2011, will contribute to passenger transport time savings, with amounts reaching EUR 2 935 629 per year. Savings for freight transport time are estimated to amount to about EUR 668 846 per year.
Total investment and EU funding
Total investment for the project “Construction of the Kock and Wola Skromowska bypass section of the S19 expressway from Międzyrzec Podlaski to Lubartów” is EUR 55 896 284, of which the EU’s European Regional Development Fund is contributing EUR 40 579 333 from the Operational Programme “Infrastructure and Environment” for the 2007 to 2013 programming period, under the priority axis “Transport safety and national transport networks”.
