Mikulowa-Czarna power line: ensuring secure, green power supply in south-western Poland

This project will construct a two-track 400 kV power line between Mikulowa and Czarna, and modernise the substations at Mikulowa, in Poland’s Lower Silesian Voivodeship. This will allow for more electricity produced by wind farms to be fed into the grid, and ensure security of supply to the south-western part of the country.

The line will partly follow the existing one, but also be constructed along a new route. Of the project’s estimated total length of 231.6 km, 198.6 km will be newly built, while the remaining 33 km is existing line that will be modernised.

The 400/220/110 kV Mikułowa substation, in the Sulików municipality, will be modernised and expanded to allow for the introduction of the 400 kV line.The project is implemented under priority axis I of the Operational Programme Infrastructure and Environment 2014-2020: Low-emission economy. The project complements the aims of the European Union Strategy for the Baltic Sea Region.

Project work 

The bulk of the project’s cost EUR 68 497 835 (PLN 292 619 500) is for construction and related work, including laying foundations, erecting posts and suspending the power lines; followed by EUR 40 853 744 (PLN 174 519 200) for equipment and machinery.

Other expenses include: plans and designs, technical assistance, construction supervision, land acquisition, purchase and installation of equipment such as phase shifting transformers, and informational and promotional activities. The project is scheduled for completion in 2023.

Sustainable development

The project will ensure cost-effective and sustainable development of the country’s power system by facilitating the connection of additional 500 MW of renewable energy sources (RES, mostly wind power) that are being established in the Dolnoslaskie region. About 331.9 MW of electricity from wind farms in western Poland will be connected to the grid thanks to this project.

Connecting more renewable energy sources to the grid will reduce pollution from conventional sources of electricity generation, which contributes to the transition to a low-carbon economy. The new line will ensure more efficient transmission of electricity, with fewer losses and lower maintenance costs.

Additionally, the project will allow for electricity transfer between Poland and Germany, and increase Poland’s ability to import power from Germany along its south-western border. Poland’s energy security will received a boost thanks to the increased security of energy supply to its south-western part.

Total investment and EU funding

Total investment for the project “Construction of the Mikułowa - Czarna power line and extension/modernisation of the station on this route” is EUR 149 729 714, with the EU’s Cohesion Fund contributing EUR 55 527 968 through the “Infrastructure and Environment” Operational Programme for the 2014-2020 programming period. The investment falls under the priority “Low-emission economy”.
