Results of the Mid-Term Review of cohesion policy

The European Commission’s mid-term review of cohesion policy contributes to the modernisation of the EU’s main investment policy, while continuing to deliver on its mission of reducing regional disparities. It aims to adjust investment priorities under cohesion policy programmes to the evolving economic, societal, and geopolitical context, as well as climate and environment objectives.

It ensures support for the most pressing priorities, from strengthening competitiveness, defence and civil preparedness, to promoting affordable & sustainable housing and energy connectivity. These changes help to:

  • reshape our economies
  • make everyday life more affordable
  • drive stronger value chains
  • keep competitiveness ahead of the curve
  • enhance Europe’s technological autonomy
  • foster a more skilled workforce

At the same time the regulatory amendment introduces greater flexibility and incentives such as increased pre-financing, higher maximum co-financing rates or extended decommitment and eligibility periods to facilitate and encourage the rapid reallocation of resources towards such priorities. Greater focus is also put on the challenges that Eastern border regions face after the large-scale Russian military invasion in Ukraine.

"Two Member States – Austria, and Luxembourg – did not reallocate financial resources to new priorities during the mid-term review of cohesion policy funding. This decision stemmed from their already advanced implementation of funds which left minimal unused amounts. Nonetheless, the investment plans in both countries are firmly aligned with cohesion policy’s mid-term review priorities."
