During 2014 the CETREGIO programme supported an innovative twinning scheme between selected European and Chinese regions or cities. The selection of European candidates was based on several criteria including their different stage of economic development, their relevance for the Chinese regions and their commitment in terms of man-power and local support for activities carried out in Europe. The Chinese cities and regions were chosen by the National Development and Reform Commission in a top-down approach.
