Programme description

Main objectives

The main purpose of the programme is to boost innovation in the areas of competitive advantage of the region in line with the regional smart specialization strategy (RIS3), to improve the competitiveness of the regional economy by supporting the capacity of SMEs, support energy efficiency in public buildings and promote sustainable urban mobility and valorise the cultural and natural regional inheritance.

Funding priorities

The programme contains 6 priorities aiming to:

  • Enhance and promote research, technological development and innovation in the sectors identified by the "Smart Specialization Strategy" (€101.8 million - 28.6% of the total resources);
  • Promote competitiveness of SME's and improve access to credit (€85.4 million -24%);
  • Support energy efficiency, smart energy management and renewable energy in enterprises and public buildings (€55.8 million -15.7%);
  • Promote the attractiveness of cultural and natural heritage (€35.8 million -10%);
  • Extend broadband deployment and the roll-out of high-speed networks, develop ICT services and strengthen e-government applications innovation (€31.8 million - 9%);
  • Promote sustainable urban mobility, ICT applications and tourism attractiveness in urban areas to boost the development of "smart cities" in the region (€30.8 million - 8.6%);

Expected Impacts

  • Investment in 800 enterprises to promote business investment in R&D and stimulate over €30 million of private investments; Number of firms cooperating with R&D institutions: 50;
  • Facilitate the establishment of new innovative SMEs, stimulating over €50 million of private investments and easing SMEs access to credit;
  • 410 km of optical fibres to connect 32 municipalities and industrial areas with high speed broadband network;
  • Primary energy consumption in public buildings decreased by 3,5000,000 kWh, additional capacity of renewable energy production for 9 MW; 2,000 additional energy users connected to smart grids
  • Increase the expected number of visits to supported sites of cultural and natural heritage by 118,000 people, promoting the attractiveness of specific urban touristic areas also through innovative ICT services;
  • Promote sustainable urban mobility with 100 km of new or improved tram and metro lines and providing 40 new low-emissions public transport vehicles.
