Programme description

The programme is a powerful countercyclical instrument for the Sardinain authorities in order to tackle the effects of the economic and social crisis. In line with the Europe 2020 strategy for smart, sustainable and inclusive economic growth in the European Union, Sardinia will support small and medium-sized enterprises (SMEs), both through financial support and eased credit conditions, and through strengthened key e-services, in particular in the field of facilitatations for setting up a business in the island. This should help to relieve the financial conditions of the Sardinian firms, that still depend heavily on bank credit and are facing stif credit's conditions.

The production of energy through renewable sources is already advanced in Sardinia though not yet fully exploited. The programme aims at creating a system of smart grids in order to ensure security and stability in the regional energy's sector, while, at the same time, further diversifying the energy mix and decreasing harmful greenhouse emissions.

The smart specialisation strategy is aimed at triggering R&D activities in the energy sector, as well as in other key sectors of the Sardinian economy, such as tourism and agri-food.

Funding priorities

The Programme will focus on seven main priorities:

- Competitiveness of the economy (EUR 213.4 mio, 23.9%)

- Efficient use of resources and exploitation of natural, cultural and touristic attractors (EUR 164.1 mio, 18.4%)

- Sustainable energy and quality of life (EUR 150.2 mio, 16.2%)

- Digital Agenda (EUR 130.3 mio, 14.6%)

- Scientific research, technological development and innovation (EUR 128.7 mio, 13.8%)

- Environmental protection and risk prevention (EUR 55.8 mio, 6.3%)

- Promoting social inclusion, fighting poverty and all forms of discrimination (EUR 51.1 mio, 5.7%)

Expected impacts

  • Increasing the share of R&D expenditure as % of the regional GDP from 0.74% to 1.1%;
  • Granting access to higher internet speeds (30 Mbps) to the entire regional population;
  • Increasing the utilisation of Internet from 61% to 85% of the regional households;
  • Achieving a reduction of greenhouse emissions by 20%;
  • Implementing a single integrated electronic ticketing for the whole regional public transport system;
  • Reducing the hydrogeological risk;
  • Reducing water leakages from 55% to 35%;
  • In line with the Prioritised Action Framework (PAF), reducing the surface of Sardinia's Natura 2000 sites with a relatively low degree of conservation under 6% in the total Natura 2000 surface of Sardinia;
  • Increasing the touristic presence in "non-summer" months, from an average of 1 to 1.5 days per tourist;
  • Increasing the use of child care from 13% to 22% (children from 0 to 3 years old);
  • Reducing the criminality rate from 13.3% to 9.3%
