A major IT project is providing for the systematic digital registration of land and properties across much of rural Romania. Work includes scanning the analogue records of land books, training personnel involved in the registration process and capacity building in a number of important organisations: National Agency of Cadaster and Real Estate publishing, Cadaster offices and Real Estate publishing and the National Centre of Cartography. The project is strengthening the country’s ICT sector for land registration services and archiving paper-based records.
Digital registration of land and property in rural Romania

The project promises to provide legal security and transparency of real estate rights for all rural properties in 660 rural territorial administrative units – including state properties – in the seven less-developed rural areas, covering 40 counties, of Romania.
Official records
Through the project, 5 758 million hectares of land – with or without buildings – are being registered on the country’s cadastre system and land books. All registered properties are given an absolute spatial reference on the cadastral map. Every plot of land has a reference relating to all its associated rights. In addition, all plots have their boundaries georeferenced into the the country’s official geodetic reference system.
Capacity-building measures take place in three relevant organisations: the National Agency of Cadastre and Real Estate Publishing, the Cadastre Offices and Real Estate Publisher and the National Centre of Cartography.
Wider initiative
The project complements a similar scheme implemented by Romania solely with national funds in the other areas of the country. There are 42 counties and 3 181 territorial administrative units in Romania: 320 are cities and municipalities and 2 861 are communes and rural areas. The nationally funded project targets 2 521 units, both urban and rural – the EU funding only concerns the 660 administrative units of rural land in this particular project

Total investment for the project “Enhancing the coverage and inclusiveness of the property registration system in rural Romania” is EUR 312 891 115, with the EU’s European Regional Development Fund contributing EUR 265 957 447 through the Regional Operational Programme for the 2014-2020 programming period.
