Operating grants

Under the new Health Programme, the Community can offer support to finance some of the core operating costs for organisations, which promote a health agenda in line with the Programme.
While the aim of a grant for an action is to co-finance this action over a given period and with a specific budget irrespective of the body's other activities, an operating grant is more broadly based. Its purpose is to provide financial support towards the functioning of the body over a certain period, here one year and equivalent to its accounting period in order to carry out a set of activities. Eligible here are non-governmental bodies or specialized networks, which
- are non-profit-making,
- are independent of industry, commercial and business or other conflicting interests,
- are legally established under the law of one of the eligible countries for the Programme,
- have members in at least half of the Member States, with a balanced geographical coverage,
- and pursue as their primary goal one or more objectives of the Programme
They can receive a grant covering up to 60 percent of the eligible costs of their annual activities intended to help achieve an objective forming part of the Health Programme. For submitting a request for an operating grant, please use the following documents:
Note that before submitting a complete application file, you can opt for presenting a simplified pre-proposal first. Rapid feedback will be given to this pre-proposal, enabling you to decide on further investing in the preparation of a full-fledged proposal or not.
