Main Science and Technology Indicators, Volume 2022 Issue 2

On 22 June 2023, the OECD published the second issue of the 2022 Main Science and Technology Indicators. This biannual publication provides a set of indicators that reflect the level and structure of the efforts undertaken by OECD member countries and several non-member economies in the field of science and technology. The indicators cover the resources devoted to research and development, patent families, technology balance of payments and international trade in R&D-intensive industries. Also presented are the underlying economic series used to calculate these indicators. These data include final or provisional results as well as forecasts established by government authorities. Series are presented for a reference year and selected years for which data are available. 

 

European Inventor Award 2023

On 4 July 2023, the European Patent Office (EPO) announced the laureates of the European Inventor Award 2023, its prestigious annual innovation prize, and the Young Inventors Prize, in a ceremony in Valencia. The individuals and teams were recognised for their innovative contributions in the fields of catalyst chemistry, hydrogen storage, safer batteries, noise reduction, green energy, protecting livestock, education accessibility and cleaning the oceans. The winners were chosen by an independent international jury. This year's winners of the European Inventor Award were chosen from over 600 candidates proposed from around the world. The finalists represent 12 countries: Australia, Austria, Belgium, China, Finland, France, Germany, Iceland, India, Ireland, Italy and the United States. Many of their innovations aim to improve the everyday lives of people around the world and tackle society’s biggest challenges, such as environmental issues or the energy transition.

How Green is Household Behaviour?

On 13 June 2023 the OECD published the 2022 Survey on Environmental Policies and Individual Behaviour Change. With the urgency of environmental action and the need to shift to more sustainable consumption patterns, making more sustainable choices holds great potential to reduce environmental impacts. Yet in the context of interlocking crises, governments face challenges in supporting households with policies that realise this potential. How Green is Household Behaviour? presents an overview of results from the 2022 OECD Survey on Environmental Policies and Individual Behaviour Change. The survey investigates household attitudes and behaviour with respect to energy, transport, waste and food systems. It was carried out across more than 17 000 households in 9 countries, including Belgium, Canada, Israel, France, the Netherlands, Sweden, Switzerland, the United Kingdom and the United States. The data collected also include information on self-reported motivations and barriers to change, providing a unique source of empirical evidence to inform policy efforts to shift to more sustainable consumption patterns.

 

The Times Higher Education Young University Rankings 2023

The Times Higher Education Young University Rankings, which list the world’s best universities that are 50 years old or younger, were published on 4 July. The assessment is based on the same 13 performance indicators as the flagship THE World University Rankings, but the weightings have been adjusted to give less weight to reputation. The universities are judged across all their core missions – teaching, research, knowledge transfer and international outlook – to provide the most comprehensive and balanced comparisons available.

The 2023 ranking includes 605 universities, up from 539 in 2022. A further 358 institutions are listed with “reporter” status, meaning that they provided data but did not meet the eligibility criteria to receive a rank.

Nanyang Technological University, Singapore tops the league table again after dropping to second place last year. The Hong Kong University of Science and Technology moves up to the second spot, while last year’s front-runner Paris Sciences et Lettres – PSL Research University Paris falls to third place. Erasmus University Rotterdam (NL), is 5th and the University of Antwerp (BE) came  7th.

Hong Kong has three institutions in the top 10, more than any other territory, while France is the most-represented country in the top 20, with five institutions in this group. Italy’s Humanitas University is the highest new entry in the ranking, in 29th place. Overall, Turkey leads as the most-represented nation with 47 institutions, followed closely by India with 45. Iran surpasses the UK to become the third most-represented nation, with 39 institutions.

Startup Heatmap Europe Report 2023

On 6 July 2023, DEEP released the Startup Heatmap Europe report 2023. London takes the lead from Berlin as the most popular destination among European tech founders, the new 2023 Startup Heatmap Europe report reveals.

When asking founders about their favorite startup hubs, London, Berlin, and Barcelona are remaining top 3 for the recent 5 years. However, in 2023 London gained back the lead after Berlin was number one last year. London and Berlin have ever since led the ranking with both having 34% of founders choosing them as a favorite destination. This is a sizeable margin ahead of Barcelona and Amsterdam (both 17%). Paris and Lisbon follow with 12% and Munich (10%) is ahead of Tallinn (9.4%).

 

Women4Ethical AI expert platform

On 28 April 2023, UNESCO launched the Women4Ethical AI platform. UNESCO has put gender equality at the heart of its Recommendation on the Ethics of Artificial Intelligence, the first global standard-setting instrument in this area, unanimously adopted by its 193 Member States in November 2021. This document, which is a concrete roadmap for states in establishing their AI policies, plans to adopt a gendered approach to all aspects of AI.

To accelerate the implementation of this objective, UNESCO created Women4Ethical AI, a collaborative platform to support governments and companies’ efforts. The platform unites 17 leading female experts from academia, civil society, the private sector and regulatory bodies, from around the world. They will share research and contribute to a repository of good practices. The platform will drive progress on non-discriminatory algorithms and data sources, and incentivize girls, women and under-represented groups to participate in AI.

 

QS University Rankings 2024

The QS World University Rankings 2024 have been released on 28 June 2023, marking the 20th year of this annual assessment. The rankings are determined through a comprehensive analysis of 17.5 million academic papers and the opinions of over 240,000 academic faculty and employers worldwide.

Europe has made a significant impact in this year's rankings, securing five out of the top 10 positions. However, English-speaking universities continue to dominate the upper ranks, achieving perfect scores in categories such as academic reputation, employer reputation, and faculty/student ratio. The overall ranking is determined by considering nine key metrics, including academic reputation, employer reputation, faculty-student ratio, citations per faculty, international faculty ratio, international students ratio, as well as new factors introduced this year: international research network, employment outcome, and sustainability.
