Regional innovation performance is increasing across the EU but it is highly concentrated.

 

On the 6th of July 2023, together with the European Innovation Scoreboard, the European Commission released the 2023 edition of the Regional Innovation Scoreboard (RIS).

 

This 11th edition of the RIS provides a comparative assessment of the research and innovation performance of 239 regions in 22 EU Member States, Norway, Serbia, Switzerland, and the United Kingdom. In addition, Cyprus, Estonia, Latvia, Luxembourg and Malta are included at the country level, as in these countries NUTS 1 and NUTS 2 level regions are identical to the country territory.

Like in the EIS, where countries are classified into four innovation performance groups, Europe’s regions have been classified into regional Innovation Leaders (36 regions), regional Strong Innovators (70 regions), regional Moderate Innovators (69 regions), and regional Emerging Innovators (64 regions).

This new edition of the scoreboard shows that innovation performance has increased over time in 211 regions out of 239. The most innovative region in Europe is Hovedstaden in Denmark, followed by Helsinki-Uusimaa in Finland, Oberbayern in Germany, Stockholm in Sweden, and Berlin in Germany.
