In particular, it aims to provide tailored advice and recommendations on:

• designing a programme portfolio directed at early stages of innovation promoting knowledge and technology transfer;
• supporting projects relevant to the economy and linked to smart specialisation priorities;
• implementing the programme portfolio, ensuring effective coordination between agencies;
• developing the related administrative capacities (linked to Intellectual Property Rights, State Aid, for example).
