30 recommendations to help improve Romania’s R&I performance

As the Romanian PSF Country Review (June 2021−June 2022) concluded, the expert panel presented a set of 10 key policy messages to Romania.

Institutional instability and fragmentation, as well as unpredictable funding, were highlighted as key bottlenecks. The experts also identified human resources as an area that needs improvement, pointing out two main barriers. First, institutions have different working conditions and time available for research. Second, the system cannot attract and/or retain younger researchers, which results in severe brain drain (emigration of local researchers to other countries). To support the 10 policy messages, the panel presented 30 detailed recommendations on the Romanian public science base.
