Integrating and internationalising Slovenian research and innovation

While not among the “innovation leaders” of the EU, as defined by the European Innovation Scoreboard (EIS), Slovenia is among the “strong innovators”. As the countries in this group strive to catch up with the leaders, Slovenia’s R&I policy is constantly challenged to upgrade its system and its institutions, adapting policies where needed and trying to learn from successful experiences elsewhere.
The new report, released in October 2018 as the result of the PSF Specific Support to Slovenia, groups its recommendations around four policy areas, each of them addressing a specific challenge:
- Improving governance, to reduce uncertainties and inefficiencies, strengthen administrative structures, and incentivise universities and public research organisations (PROs) to improve
- Attracting talent and opening the science system, through increased autonomy for universities, new performance indicators for research, and increased internationalisation
- Fostering links between academia and business, using Strategic Research and Innovation Partnerships (SRIPs), along with easier SME access to university research facilities
- Establishing an entrepreneurial ecosystem for spin-offs and start-ups, incubators and science-industry hubs, through a strategic action plan and networks of all relevant actors, from venture capitalists to regional governments.
