GEM Global Entrepreneurship Monitor report

The Netherlands is among the 5 best economies to start a business.

In February 2023, GEM published the 2023 Global Entrepreneurship Monitor report.

With the research efforts of 51 different National Teams, the GEM Global Report features data and analysis on entrepreneurship, based on GEM’s Adult Population Survey and the National Expert Survey. In 2022, over 170,000 individuals were interviewed across 49 different economies.

The following figure compares the proportions agreeing there will be good opportunities to start a business locally in 2019 and 2022 for the 37 economies that participated in the GEM survey in both years. The proportion of adults agreeing to good opportunities locally fell by more than 5 percentage points in 12 economies. These included falls of 21 percentage points in the United States, 18 in China and 15 in Poland. However, nine economies had an increase by five percentage points or more in the proportion of adults agreeing to good opportunities locally, including Puerto Rico (+25), Brazil (+21) and Saudi Arabia (+16). Even this limited evidence makes it clear that the impact of the pandemic on opportunity recognition has been very diverse. In Level B (medium-income economies) Poland had more than seven out of 10 agreeing, while the Slovak Republic had less than one in three. Finally, in Level A (high-income economies), Sweden had more than three out of four agreeing, while Spain had less than a third.

According to the report, the best 5 economies to start a business are the United Arab Emirates (1), Saudi Arabia (2), Taiwan (3), India (4) and the only European country within this ranking are the Netherlands (5).
