Have your say and shape the next MFF!

In its communication "The Road to the Next Multiannual Financial Framework," published on 12 February, the Commission highlights key principles for the next MFF:
- It should be a policy-based budget rather than a programme-based one.
- It should be simpler, with fewer programmes and a country-specific plan linking key reforms with investments, focusing on shared priorities like economic, social, and territorial cohesion.
- It should be more impactful, notably with a European Competitiveness Fund and by leveraging the EU budget to attract additional national, private, and institutional financing.
- It should be more flexible, allowing for swift responses to crises.
Work on designing the next MFF is ongoing, and no decisions have been made yet regarding its exact structure, nor what programmes will be proposed (e.g. whether or not there will be a Connecting Europe Facility). The Commission will present its proposal for the next MFF in July.
In the meantime, large-scale consultations will be carried out to gather input on the future multiannual budget. As part of this effort, on 12 February, the Commission launched a series of surveys on the ‘Have Your Say’ portal about some fundamental elements of the next MFF, inviting stakeholders and the broader public to engage in discussions on the EU’s next long-term budget (see links below).
In this context, we would like to invite you to actively participate in the consultation in order to underline the particular needs of transport. These needs include a predictable budget for long-term investments in infrastructure projects with high EU added value (EU public goods such as cross-border connections) as well as for dual-use infrastructure improving military mobility. Targeted R&I and roll-out of green and digital transport solutions are also necessary to support the competitiveness of our sector. Your opinion will count and shape the future multiannual budget.
It should be noted that transport is covered directly or indirectly in several of these consultations. Of particular relevance for transport are the ones on:
- “Implementing EU funding with Member States and regions”, referring to the “Trans-European Networks” and “Lack of connectivity in Member States and regions (e.g. transport, energy and digital)”
- “EU funding for competitiveness” which refers to “Decarbonisation and environmental sustainability of strategic sectors” as well as “Digitalisation and diffusion of advanced technologies in key sectors”.
