The Commission has developed an e-learning tool on the right of free movement of Union citizens. This e-learning tool for local administrations aims to ensure that EU citizens, wherever in the EU they present themselves, will be met by front desk officials who have a solid knowledge of their rights and of the conditions and procedures to give effect to them. In a user-friendly and interactive way, it presents the rights and obligations associated with free movement. It includes case studies followed by multiple choice questions and answers as well as animations.

A technical manual and a user manual are also available on the website.
This e-learning tool was developed with the support of an independent expert, and was originally published in January 2017. It has been developed further based on the feedback received from Member States’ authorities.
