IN2PREV: Strengthening Inclusion and Preventing Radicalisation Among Refugees

The IN2PREV project strengthens refugee and asylum seeker integration while preventing radicalisation through early risk detection, mentoring, and frontline practitioner training. By fostering cooperation between NGOs and law enforcement, the project develops innovative tools and strategies to support inclusion and resilience.

As Europe continues to face the challenges of refugee and asylum seeker integration, the IN2PREV project aims to bridge the gap between inclusion and prevention. By fostering cooperation between frontline practitioners, law enforcement agencies (LEAs), and non-governmental organisations (NGOs), IN2PREV seeks to identify vulnerability risk factors early and implement effective strategies to support at-risk individuals.

A Collaborative Approach

Since 2015, refugee movements towards Europe have coincided with heightened security concerns, often fuelled by media narratives linking migration to radicalisation risks. Although research indicates that the likelihood of refugees engaging in radical ideologies is low, the challenges they face - including displacement trauma, social exclusion, and economic hardship - can increase their vulnerability. Successful integration policies play a crucial role in mitigating these risks.

IN2PREV promotes a multi-sectoral approach to refugee support, enhancing cooperation between public entities, NGOs, and refugee community representatives. The project raises awareness of the specific challenges faced by refugees and asylum seekers, ensuring that frontline practitioners are equipped to address their needs effectively. By fostering collaboration and knowledge-sharing, IN2PREV aims to develop tailored inclusion strategies adapted to different national contexts.

Tools and Strategies for Prevention

IN2PREV is developing several key tools to support its mission, including:

  • Frontline Extremism Vulnerability Risk–Structured Evaluation Screening (FEVR-SES): a tool enabling Law Enforcement Agencies and NGOs to assess vulnerability to radicalisation among refugees and asylum seekers.
  • Mentoring Programme for Inclusion: a structured initiative to support refugees through mentorship, fostering social and economic integration.
  • Innovative Training Modules: a b-learning (blended learning) training programme to help frontline professionals identify and address radicalisation risk factors.
  • Train the Trainers Course: an e-learning programme designed to enhance the capacity of LEAs and NGO staff in training others on best practices for refugee support. 

Building a Sustainable Network

A key outcome of IN2PREV is the establishment of a European network of frontline practitioners to facilitate the exchange of knowledge and experiences among them. This collaborative platform helps refine intervention strategies and ensure that best practices are shared across different regions and organisations.

By equipping frontline professionals with the specific tools and fostering a culture of cooperation, IN2PREV is setting a foundation for long-term solutions. Preventing radicalisation is not just about countering risks but also about ensuring meaningful inclusion, enabling refugees and asylum seekers to become active, contributing members of society.
