On 15 November 2023 the Commission adopted the Skills and Talent Mobility Package. This includes a proposal for a Council Recommendation ‘Europe on the Move’ – learning mobility opportunities for everyone aiming to make the opportunity for learning mobility an integral part of all education and training pathways. It proposes ambitious new EU-level targets, including raising the target to 15% of VET students benefiting from learning mobility by 2030, and it also includes a comprehensive policy framework to support apprentice mobility.

The Package also includes a Proposal for a Regulation on the establishment of an EU Talent Pool. The EU Talent Pool will be the first EU platform matching skilled jobseekers from third countries with vacancies in shortage occupations.  

The Commission recommendation on the recognition of qualifications of third country nationals complements the package with concrete actions to facilitate and simplify the recognition procedures and allow for easier integration of third country nationals in the labour market.
