The Commission will begin publishing a revised Consumer Confidence Indicator (CCI), on 23 January 2019. The Commission has published CCIs since the 1970s, and the current CCI, based on four questions of the Harmonised EU-wide Consumer Survey, was designed in 2001. Since then, however, significant changes have taken place in the EU economy. For this reason, some alternative indicators have been studied in depth and a new composition will be used for the official CCI as of January 2019. The new CCI combines survey questions about consumers’ personal finances with their expectations with respect to macro-economic developments. It was presented to partner institutes and international organisations during the “EU Workshop on recent developments in Business and Consumers Surveys” in November 2018. In addition, new survey data for Ireland will be included in the Commission’s survey releases as of January. Econometric techniques have been used to harmonise historical data sets for Ireland from 1985 onwards with data collected since a new partnership was established with the Bank of Ireland in May 2016.
