Ahead of the Informal Leaders’ meeting on 23 February, the Commission presented practical steps that could make the EU’s work more efficient and improve the connection between the leaders of the EU institutions and European citizens. The steps proposed on 14 February include having political parties make an earlier choice of their lead candidates so that voters have more opportunity to assess the candidates and their political programmes. The Commission also recommends making the link between national parties and European parties more transparent. Regarding the composition of the European Parliament for the 2019-2024 term and what to do with the seats left vacant by the UK, one option proposed is to reserve a number of these seats for a transnational constituency. The Commission also raised the question of whether the College of Commissioners should continue to include one Member from each Member State. A smaller executive would in theory be more efficient, easier to manage and allow a more balanced distribution of portfolios. Another idea is to unify the two offices of President of the European Council and President of the European Commission. The Commission would also like to continue and greatly expand the number of Citizens’ Dialogues.
