CEN releases new version of the European eInvoicing standard

The European Committee for Standardisation (CEN) has recently approved the revision of EN 16931-1, the European standard for the semantic data model of electronic invoicing. The new CEN reference is EN 16931-1:2026. In the formal vote, representatives of the National Standardisation Bodies of 17 Member States participated and supported the revision unanimously.

The remaining Member States abstained, with no objections raised. The European Commission will soon publish the reference to the new standard, including a transition phase.

The revision reflects developments under the ViDA initiative, including requirements to support eInvoicing for automated VAT reporting. The Definitive Text was made available on 18 March 2026, marking the completion of the drafting process and its formal distribution by CEN to national standardisation bodies.

  • National standardisation bodies will now proceed with the Announcement and Publication phases at national level

CEN develops a guidance document, containing examples of how implementers can apply in practice more complex invoicing requirements in the European eInvoicing Standard, to support the implementation of the standard.
