Programmes like SURE and NextGenerationEU have transformed the EU’s status as an issuer. In terms of both the volume it issues and the funding techniques it applies, the EU now more closely resembles a sovereign-style issuer than a supranational one.

With its decision to begin issuing single-branded EU-Bonds under a unified funding approach from January 2023 onwards, the EU has taken yet another major step towards sovereign-style issuance.
