Published one year after the Commission issued its inaugural NGEU bond, this policy paper first looks at what this programme entailed for the Commission’s funding strategy in practice. It then looks at how the Commission has delivered to date on its mandate of mobilising funds at scale and in a cost-effective manner. The paper finally concludes with some analysis of the broader impacts that the increase of joint EU borrowing since 2020 has been having on European capital markets.
