Now live: the NextGenerationEU Green Bond Dashboard
Today, the European Commission launched the Green Bond Dashboard, a tool to increase the transparency of the measures financed by NextGenerationEU green bonds by showing how Member States are investing green bond proceeds. As well as offering information at the level of each individual measure, the tool gives the possibility to visualise and analyse this data.
Some context
In September 2021, the Commission adopted the NextGenerationEU (NGEU) green bond framework, which defines the investments that can benefit from the proceeds of NGEU green bond issuance. In October 2021, the Commission proceeded with its first NGEU green bond transaction – at €12 billion, the world’s largest ever green bond transaction.
The work unveiled here today documents the extensive review and due diligence process that the Commission has put in place to ensure that the proceeds of NGEU green bonds are exclusively allocated to national Recovery and Resilience Plan (RRP) measures which contribute to the green transition.
Objective and main principles
The Green Bond Dashboard provides a real-time overview of the measures included in the pool of measures that are eligible for financing by NGEU green bonds. The dashboard presents the eligible amounts – the expected costs of measures eligible for financing from NGEU green bonds as reported by the Member States ex ante in their RRPs – and the actual expenditure on measures eligible for green bond financing as reported by the Member States ex post. The Commission will update the dashboard regularly.
This level of transparency provides additional assurance to all our stakeholders that the Commission is determined to issue NGEU green bonds in line with the highest standards and best market practices, and curb any danger of “green-washing”.
Following a thorough due diligence process, the Commission has so far included 639 measures in the pool of measures eligible for financing from NGEU green bonds, corresponding to €160 billion. This amounts to almost 30% of the NGEU funds included in the 22 approved Recovery and Resilience Plans to date (the RRP of Sweden, number 23 on the list, is still pending an approval by the Council of the EU).

The dashboard has been designed in a user-friendly way that allows a quick overview of the areas to which all funds have been allocated. In addition, the interactive graphs and charts allow for an in-depth analysis and quick data extraction.
