Agriculture & environment in the future CAP Strategic Plans
|
A recent ENRD workshop – that took place in Brussels, on 6 November 2019 – discussed how EU environmental requirements and associated planning tools can be integrated into the preparation of the future CAP Strategic Plans.
The event brought national agricultural and environmental authorities together with representatives from DG AGRI and DG ENV and other stakeholders, to reflect on the higher ambition for environmental delivery in the future CAP Strategic Plans. To succeed, it is necessary for the national authorities to collaborate when working on agriculture, rural development and the environment. Existing planning tools derived from EU and national environmental legislation need to be taken into account in CAP planning.

|
Smart Villages & rural mobility
|
Read the ENRD’s new thematic briefing on rural mobility and how Smart Villages can support the development of sustainable initiatives and the testing of new solutions in this area.
The briefing is targeted at Managing Authorities (MAs) and other institutional actors involved in preparing the future CAP Strategic Plans and other policies for rural development. In designing future policies Smart Village strategies should enable and ensure that rural communities design and test promising and potentially sustainable mobility solutions.

European Rural Parliament
|
Over 335 European stakeholders and policy-makers from 38 countries gathered for the 4th European Rural Parliament in Spain between 6-9 November 2019, to discuss the future of Rural Development in the next programming period.
The event resulted in the ‘Candas Declaration’ and a manifesto which describe the needs and proposals of grassroots rural stakeholders in a wide range of fields. The documents recommend a rural agenda based on inclusive collaboration to ensure Europe’s sustainable development. Earlier this year, the first national Rural Agenda was launched in France, with a focus on supporting and fostering territorial cohesion. The French Rural Agenda aims to inspire other EU Member States.

Looking at CAP post-2020
|
The NAT Commission of the European Committee of the Regions, in cooperation with Rurality-Environment-Development, organised a conference on CAP post-2020 calling for greater support to rural areas (12 November 2019, Brussels).
The event discussed the impact of the resolution adopted by the European Parliament on addressing the specific needs of rural, mountainous and remote areas, and providing them with adequate funding. In order to foster cohesion and prevent the risk of territorial fragmentation in the future, the proposal suggested establishing a Smart Villages Pact with a view to ensuring a more effective, integrated and coordinated approach to EU policies which impacts on rural areas.

Communicating about the CAP
|
The European Commission has recently launched a new call for proposal for grants for information measures relating to the Common Agricultural Policy (CAP). The deadline for submission is 21 January 2020.
The objectives are to explain and raise awareness of the European Union’s support to agriculture and rural development through the CAP; and to engage with farmers and other actors in rural areas, that can further communicate to their constituencies and the wider public about the CAP.

Planning for Smart Villages in Poland
|
The Polish Rural Network held an international workshop in Warsaw, Poland on 21-22 October 2019 on the topic of Smart Villages - as an effective way to address key challenges in rural areas.
Many rural communities are starting to look for innovative smart solutions to a variety of local challenges and Poland is supporting the concept across its rural areas. The workshop included the presentation of the winning Polish Smart Village competition initiatives organised by the Institute for Rural and Agricultural Development and funded by the Polish Rural Network.

Farmer driven agenda for climate change
|
The second European Regional Workshop organised by the Climakers in Brussels on 14 November 2019, discussed and shared experiences on how farmers can mitigate and adapt to climate change, driving the agenda on the topic.
Discussions focused on opportunities and successful experiences in reducing GHG emissions in the livestock sector and highlighting carbon farming as a win-win solution that works for climate and for farmers resulting in higher yields.

PRESURA – Repopulating rural Spain
|
Over three days – 8-10 November 2019 – more than 4 000 participants from across Spain and Portugal, gathered in Soria for PRESURA – the national forum on repopulation of rural areas - to discuss the future of rural areas.
National, regional and local stakeholders discussed and presented initiatives meant to counteract the effects of severe depopulation in rural Spain. Topics discussed included Smart Villages, digitalisation, education, communication, as well as film and literature, putting forward alternative ideas on how to make rural areas attractive for everybody.

Rural Business Innovation Award
|
Three initiatives received awards in the Rural Business Innovation competition organised by the Horizon 2020 project, RUBIZMO. Taina Vie (food), Fiusis (bio-based value chains) and Comana Crafts Village (ecosystem services) won the online votes in their category.
The competition aimed to promote promising rural businesses and inspire further initiatives across European rural areas. Experts from 11 countries screened existing business initiatives, looking at their environmental, economic and social performance as well as their novelty and replicability. On this basis, 18 business initiatives were selected and the public voted online for the most promising example.

Impact of CAP on generational renewal
|
A recent evaluation study presents the impact of the Common Agricultural Policy (CAP) on fostering generational renewal, local development and jobs in rural areas.
The study examined the effects of CAP initiatives and measures aiming to attract young people to farm, live and work in rural areas. Strengthening the socio-economic fabric of rural areas is a key CAP objective, including generational renewal. To this aim, the document presents a series of related recommendations for the future CAP.

Mapping sustainable wood in Europe
|
Check out the Map Viewer of the Horizon 2020 project, ROSEWOOD, collecting the existing public best practices and innovations that are supporting sustainable wood mobilisation in Europe.
The four year project will end in 2020 with a final conference on Forest Innovation, taking place on 15-16 January 2020 in Italy, and will discuss the cooperation of regions on innovation in forest management, use of wood and forest-related services.
