Organ donation: initiatives of the European Committee on Organ Transplantation (CD-P-TO)

The European Directorate for the Quality of Medicines & Healthcare (EDQM, an organ of the Council of Europe) – via the European Committee on Organ Transplantation (CD-P-TO) – actively promotes non-commercial organ donation, the fight against organ trafficking and the development of ethical, quality and safety standards for organ, tissue and cell transplantation.
EDQM's activities include publishing reports (e.g. Transplant Newsletter), surveys and Committee of Ministers recommendations and resolutions, as well as collecting data internationally. It also publishes and regularly updates the Guide to Safety and Quality Assurance for the Transplantation of Organs, Tissues and Cells. The Council of Europe also has a cooperation agreement with the European Commission to regularly collaborate in this area.
Since 1998, the Council of Europe has organised European Organ Donation Day, which promotes organ donation and transplantation and raises awareness in a different EU country each year. As a result of this experience, with EU funding, the project Developing Guidelines for the Organization of European Donation Day has produced recommendations for the organisation of such an event and statistical research to measure its awareness-raising potential.
The Council of Europe is also deeply involved in the development of organ transplantation in the countries of the Black Sea Area (BSA). Efforts have been mainly directed towards the establishment of effective legislative frameworks and national transplant authorities and programmes. The recently launched BSA Project will start a long-term regional cooperation in the area in order to structure, develop and strengthen activities and programmes related to donation and transplantation.
