The newly developed WeGovNow pilot platform has been operated since the beginning of 2018 under day-to-day conditions by the City of Turin (IT), the London Borough of Southwark (UK) and San Donà dí Piave (IT), a rather rural municipality near Venice. This report (D2.6) provides an overview of the operational implementation of the local WeGovNow pilots pursued in the three pilot municipalities. A set of policy driven use case scenarios has been pursued for exploiting the capabilities generally provided by the civic engagement platform under realistic conditions, rather than in a laboratory setting.

In technological respect, the WeGovNow pilot platform has been operated during the local pilots in terms of a modular web-based service according to the Software as a Service (SaaS) approach. In the framework of the public pilots, this technical infrastructure is utilised by municipal staff (backend) as well as citizens, NGOs and local business (frontend) under day-to-day conditions. Beyond this, each pilot municipality has configured the pilot platform up to a certain extent according to local requirements, thereby relying on a number of configuration options that are generally available in relation to individual platform components.

This is a good descriptive document lacking of KPIs and impact assessment of these validation trials. The deliverable 4.3 is reporting this impact assessment.

The deliverable shows the report of three pilots related to civic engagement activities. Generally it has a good quality, for different reasons. First of all for the objectives that it aims to and well listed at page 13. The description of the case studies is clear and the specific implementations are very interesting with a good variety of fields. The interventions well match with defined public policies and the different stakolders involved are evident. Moreover, the alternation between online and offline participatory tools (in particular for specific case studies), also in the phases of promotion, is appreciated.

However, a minor number of shortcomings can be identified. In particular, the description of the carried out actions is in some part, very technical. It lasks in the expression of a more social point of view, which also evidences the processes activated. For example it is not clear the motivation which can drive the citizens participation, nor the specific outcomes, impacts and processes also after the provided feedbacks in the society and from the institutional point of view. Moreover, it is not clear how the systems guarantees security and truthfulness of the provided feedbacks. Finally, some feedbacks on the specific platform: probably a more co-creative approach also to design and implement the platform itself would have been useful, for example to better personalize the functions of the specific pilots, to idenfity more specific typologies of users and also to realize a more usable and attractive product.
