Hynek Böhm - Euroregion Nisa ,CZ-DE,PL

The Advice Case “Trilateral bridge in Euroregion Neisse-Nisa-Nysa” submitted by the Euroregion Neisse-Nisa-Nysa (CZ-DE-PL) received consultancy by Hynek Böhm, contracted by the Association of the European Border Regions (AEBR) under the initiative b-solutions.

The Euroregion promotes the construction of a trilateral border bridge which will connect the territories of Czech Republic, Germany and Poland.

Upon the field analysis, Böhm detected the origin of the hurdles that prevent the realization of the bridge and proposed possible solutions.

The main obstacle lies in the need to obtain three individual national construction permits for the construction of one infrastructure. This is furtherly complicated by the non-mutual recognition of diplomas of the engineers who will work on the project and by specific and different procedures in each country.

The solution proposed envisages the enlargement of the team of engineers working on the project to professionals coming from all the three Member States. In this way, they could apply for the obtaining of the authorizations in their respective countries where their qualifications are already recognized.

The signing of a trilateral intergovernmental agreement to speed up the whole project is also suggested.
