The Advice Case “Seaflix­_Cross Border Mobility” submitted by the French Riviera Chamber of Commerce – CCINCA (FR) in the course of the II Call for proposals of the initiative b-solutions was selected to receive consultancy by Michele Vellano, who was contracted by the Association of the European Border Regions (AEBR) to find sustainable and alternative solutions to foster cross-border cooperation.

The French Riviera Chamber of Commerce aims at setting up a public maritime transport service on the coastal section crossed by the French – Italian border passing through Monaco, but:

  • the current French legislative system does not contemplate the possibility that local authorities may deal with coastal maritime transport outside their territorial area of competence;
  • there are no specific provisions regulating such a service in coordination with a Non-Member State.

​​​​​​​Solutions proposed by Vellano foresee:

  • the creation of a European Grouping of Territorial Cooperation (EGTC) involving the competent authorities in the three countries;
  • the introduction of amendments to the current French legislation to include the management of maritime transport services among the competences of regions and cities.
